Utah Police Responsible for More Killings than Criminals*

The U.S. is really has really screwed itself when it can give a San Diego-based rapper Brandon Duncan life imprisonment for his mindless album cover which features a revolver. Mind you, many mindless musicians of the establishment’s mind control entertainment business should get some penalty for leading the youth astray. Duncan can always sue the industry for entrapment, but cops should be stripped of their badge, and never be allowed to work in law enforcement in any capacity for life….

Police officers have been responsible for more homicides in the state of Utah since 2010 than gangs or drug dealers, a new report has revealed.

Of the nearly 300 homicides in the state in the past five years, from the beginning of 2010 through October 2014, Utah police have killed 45 of those victims, or 15%, according to a review of records – ranging from media reports and crime statistics to medical-examiner and court documents – by the Salt Lake Tribune. Police account for more killings than gangs, drug dealers or from child abuse, the newspaper reported, but less than spouse or dating-partner fatalities.

A fatal police shooting that occurred on Saturday was not counted and remains under investigation, the Tribune reported.

“The numbers reflect that there could be an issue, and it’s going to take a deeper understanding of these shootings,” said Chris Gebhardt, a former police lieutenant and sergeant who worked in Washington, DC and Utah.

“It definitely can’t be written off as citizen groups being upset with law enforcement.”

Comment: There is no “could be”, it definitely is an issue.

In addition, almost all uses of deadly force by police have gone unpunished by county prosecutors across the state. Only one fatal police shooting since 2010 was ruled unjustified – but that criminal charge was later dropped by a judge.

Some say there are conflicts of interest in the process of investigation and prosecution.

“You’ve got a very close relationship between officer, prosecutor and judge in this state,” Gebhardt said.

Others said cosy relationships or not, the appearance of such, coupled with a lack of information offered to the public, can give rise to such accusations.

“I don’t want to defame the quality of those investigations, but in that process there is a gap in the release of information that I think increases the mistrust between the community and police,” said Robert Wadman, a criminal justice professor at Weber State University and former chief of police in Omaha, Nebraska.

One recent police homicide fuelled conflict-of-interest allegations in the state. Weeks after the Utah County Attorney’s Office found the police shooting of Darrien Hunt, 22, was justified, new information surfaced that cast a shadow over the decision.

Police had not disclosed that one of the officers was wearing a body camera that he failed to activate during the Sept. 10 encounter. Investigators did not review testimony by a witness who initially stated that Hunt swung a sword at police before the shooting, but who later said to reporters that Hunt was not aggressive. And Hunt’s aunt, Cindy Moss, said the family has photographic proof of a shot-out windshield of a car at the scene, marked with a police evidence tag. The photo counters prosecutor claims that stray bullets were only found embedded into the ground.

“There’s inconsistencies through the whole thing,” said Moss, who is now pushing for legislation that would mandate civilian oversight boards and body cameras for police officers.

“By having a citizen review board, we have people who really want to see the truth – not to be covering it up and making it look like its fine. And that’s what it truly looks like at this point.”

Police disputed the narrative that officers are too quickly resorting to deadly force.

“Police are trained and expected to react to deadly threats. As many deadly threats emerge is the exact amount of times police will respond,” Ian Adams, a West Jordan police officer and spokesman for the Utah Fraternal Order of Police, told the Tribune.

Comment: Don’t blame us, it’s what we are trained to do!

“The onus is on the person being arrested to stop trying to assault and kill police officers and the innocent public. … Why do some in society continue to insist the problem lies with police officers?”

Comment: Maybe because society sees the increase in police military tactics and brutally.

The state of Utah allows an officer to use deadly force if, in the heat of the moment, the officer believes it is necessary to prevent death or serious injury.

“Sometimes the line between is it legal and is it necessary becomes difficult to distinguish,” Wadman said.

“In the judgment of the officer, ‘Is my life in jeopardy? Yes.’ At that point in time, they’re legally grounded in using deadly force. But the question is, is it necessary? That’s something that needs to be firmly addressed, for example, in training.”

Officers in Utah are trained on how to approach a volatile situation using an array of tactics – and weapons. But Adams said deadly force situations are “truly abnormal,” as Utah officers make 125,000 arrests per year versus nine average fatal shootings, according to FBI data.

“In the vast majority of cases where lethal force was a possibility, the suspect was successfully arrested without the use of lethal force,” Adam said. “Of course, these cases do not garner much attention from the press, politicians, or the public.”

Comment: Right because that should be the norm. The exception is what is on the rise and duly noted.


Others said police can often heighten tensions – in situations known as “police-created urgencies” – rather than de-escalate during a potentially dangerous moment.

“[It’s] where force may be legally justified for an officer, who, but for their bad decisions and bad tactics, wouldn’t be in that position to begin with. There may be issues involving the officers’ decision-making that are worth noting and may be problematic,” said Brian Buchner, president of the National Association for Civilian Oversight of Law Enforcement.

Utah officers are trained for de-escalation, but only through taking a one-time 12-hour class, along with shorter sessions on mental illness and drug abuse response.

“When they receive the verbal Judo class, it’s one time, done and over with,” Gebhardt said.

“Baton training, OC spray, firearms are done on a quarterly, annual or two-year basis. They should integrate that de-escalation training into it. When a situation deteriorates, the officer reverts to their training. … Departments really need to own, from the top down, de-escalation. They need to stress and emphasize de-escalation with the officers.”

Wadman, the former Omaha police chief, said police departments must stress community outreach.

“It’s my concern, both as a former police chief and an instructor that we’ve lost touch with the communities that we serve,” Wadman said.

“If they’re in their cars, going from call to call with their windows rolled up, it’s a much more fearful situation than if they are in the communities.”

Adams, the police officer, pointed out that assaults on police officers in Utah are the tenth-highest in the nation despite a relatively low state crime rate.

“Utah does not have a police force problem, it has a violent criminal problem,” said Adams. “Is it too much to ask that society support officers who are violently attacked? Is it too much to ask that an officer, after sacrificing his mental and physical health for the community, can expect that the community then gather round and support him during one of the most devastating moments of his life?”

Comment: Militarized police view the public as the enemy and treats them as such. So blaming the victim here diverts the argument.

Scrutiny of police actions, Gebhardt said, is the only way for police departments to learn from any deadly encounter.

“Law enforcement gets very upset with Monday morning quarterbacking,” he said. “They shouldn’t. They should be embracing these events, debriefing these events. ‘What can we do better? What can we train on that needs to be a component of every use of force scenario?'”

The French Polynesia Assembly is preparing to ask Francois Holland’s government for nearly a billion dollars in compensation for damage caused to the islands by nuclear weapons tests.

Conservative anti-independence Tahoera’a Huiraatira party committee has apparently taken issue with the French testing regime that saw 210 nuclear tests conducted from 1966 to 1996 off secluded atolls in the south Pacific.

The committee, which is acting independently of Polynesian President Edouard Fritch, is asking for 930 million US dollars for environmental damage, according to daily Polynesian newspaper La Depeche de Tahiti.

In addition, the proposed resolution also seeks an additional 132 million for the continued occupation of the Fangataufa and Mururoa atolls.

France detonated its first thermonuclear weapon off the Fangataufa atoll in 1968, after ruling out other locations – such as the Sahara – and the decision was broadly accepted by the Polynesian public at the time.

This French 2.6 megaton hydrogen bomb was detonated whilst suspended from a hydrogen balloon 1,800 feet (600 m) above the island of Fangataufa. Apparently fallout from this explosion is what created Godzilla.

Last year declassified French defence documents exposed that the islands had been hit with far more radiation than previously supposed. Tahiti – the most populated island – was exposed to 500 times more radiation than recommended.

In 2006 a French medical body found the increase of cancer on the islands were caused by nuclear testing. The French government only acknowledged veterans and survivors in 2010 that they would be legible for compensation – but warned the process would be long and complex thanks to the distribution of the islands.

The CTBTO has 60 radionuclide particulate monitoring stations currently in operation, and two of these are in Japan, near Tokyo, while there are dozens of others, often on islands, throughout the Asia-Pacific region (see map). These stations monitor the air continuously, and so will have extensive data on any radionuclides detected during the ongoing nuclear disaster that followed the 9.0-magnitude earthquake, and destructive tsunami, that hit Japan on 11 March.

Environmentally, the islands appear to have been badly affected by the testing. However, for years many scientists and researchers were refused entry to the islands and to this day much of the data on the proliferation of waste remains incomplete or unavailable.

In 1998 one report indicated that more than 3,200 tonnes of various types of radioactive waste had been poured into the Pacific ocean, sinking to depths of 1,000 metres off the coast of Mururoa and Hao island.

Marcel Tuihani, a protégé of the founder of the anti-independence Tahoera’a party Gaston Flosse, is leading the claim.

On Friday Mr Flosse was invited by the chairman of the meeting to work for the commission as a “qualified expert”.

The politician, who is affectionately referred to be in local media as the ‘Old Lion’, was convicted of corruption in 2006 and given a three-months suspended sentence during which time he neither resigned nor gave up his seat in the Polynesian senate. He was reelected to the Senate in 2008.

French Polynesia is an overseas collective of French Republic and is located south of Hawaii in the South Pacific Ocean. Among its 118 islands, 67 are inhabited. Tahiti is the most populous island and contains the capital Pape’ete.

On Friday the Ukraine, the U.S and its side-kick Canada voted against Russia’s anti-nazi resolution which was passed by the UN General Assembly’s Third Committee.

It called for a universal adoption of the International Convention on the Elimination of All Forms of Racial Discrimination. Many nations including the US, the UK, China and India, signed the convention but did not recognize a mechanism resolving individual complaints it establishes, which makes the convention unenforceable in their jurisdictions. This was Ken O’Keefe’s short introduction and speech at the 2nd International Conference of Independent Thinkers held in Tehran, Iran from September 28-October 1, 2014.

Isn’t it amazing that Iran can host such a meeting while the “freedom loving West” could never muster such a conference. Very predictably the so-called ‘Anti-defamation League’, an organisation set up to defame people, labelled the conference a “hate fest” with Ken O’Keefe and others smeared with the “anti-semite” and “conspiracy theorist” titles. O’Keefe promptly thanked the ADL on Twitter for such esteemed “honour”.

Despite international agreements that regulate activities in the field of biological research, on this subject, just as on the subject of chemical weapons, the US remains a US of double standards. It is not reliably known what kind of research, especially research related to deadly viruses, is being carried out by the American military, or where.

Following the terrorist attacks in New York in September 2001, biological threats were used to frighten America. The situation with the sending of letters containing powder with spores of anthrax was blown up to the level of public hysteria. It happened approximately a week after the attacks on the World Trade Center in New York, which created the illusion that there was a link between the two events, united by the theme of the threat of ‘Islamic fundamentalism’. Ten years later, in 2011, declassified FBI documents showed that the spores of anthrax were developed at the US Army Medical Research Institute of Infectious Diseases.

In ten years, the number of American laboratories engaged in developing ways to protect against bioterrorism, according to the official version, has grown from 20 to 400. Secret biological centres have appeared in Africa and Latin and America, biological laboratories of unknown function have opened in Ukraine and Georgia, and it is also planned to open a biological centre in Kazakhstan in 2015. The majority of these activities are being supervised by the Pentagon.

An agreement between the US and Georgia ‘On cooperation in the area of prevention of proliferation of technology, pathogens and expertise related to the development of biological weapons’ was signed in 2002. In 2004, it was decided to build a ‘Public Health Referral Laboratory’ in the village of Alekseevka close to Tbilisi. The official opening ceremony on 18 March 2001 was attended by the Assistant Secretary of Defense for Nuclear, Chemical and Biological Defense Programs, Andrew Weber.

In terms of the development of biological research, Ukraine is of particular interest to the US military. Immediately after the victory of the first colour revolution, a package deal was signed between the Ministry of Health of Ukraine and the US Defense Ministry on the renovation of biological facilities in Ukraine. In 2008, a plan emerged for the provision of US aid to the Ukrainian Health Ministry, and in October 2009, a development concept for a ‘Biological Threat Reduction Programme’ was put forward.

With the support of the US, the first biological centre in Ukraine was opened on 15 June 2010 as part of the Mechnikov Anti-Plague Research Institute in Odessa in the presence of US Ambassador John Tefft. The Odessa centre has been assigned a level allowing work with strains used in the development of biological weapons. In Ukraine, the decentralised storage of dangerous pathogens is common practice. In this regard, the question arises: could there be a link between the work being carried out at this centre and the mass murder of people at the Odessa trade union building on 2 May 2014? A number of local activists and media outlets declared that an unknown substance was used on that day to kill large numbers of people. 

In Ukraine in 2013 alone, bio-laboratories were opened in Vinnytsia, Ternopil, Uzhhorod, Kiev, Dnepropetrovsk, Simferopol, Kherson, Lviv (three laboratories at once in this town!) and Lugansk with the support of the US. 

Today, the Pentagon’s biolaboratories are gathered around Russia in a semicircle.

In 2012, the modernisation of a bio-laboratory in Azerbaijan was carried out, also with the support of the US. The creation of similar centres in Uzbekistan and Kyrgyzstan also figures in America’s plans. There is evidence that Ken Alibek, a former Soviet military microbiologist and now a US citizen, after emigrating to America at the beginning of the 1990s and passing secret information to the Americans on the Soviet Union’s military-biological programme, will be put in charge of the biological centre in Kazakhstan. Since returning to Kazakhstan in 2010, Alibek has been the head of a department at Nazarbayev University; at the same time, he is also CEO of National Medical Holdings JSC.

The focus of US activities on the creation of biological centres in Russia’s neighbouring states is evidenced by the following fact.

In 2010, the Trans-European Centre for the Detection of Biothreat Agents (TECDOBA) was set up under the leadership of the Finnish-Russian Joint Biotechnology Laboratory (JBL) in Turku. Unlike in Georgia and Ukraine, the Centre’s work was planned in partnership with Russia, and the project was approved by the Finnish government. It was soon closed, however, without any reason given. It became known from private sources that the project had been closed on direct orders from Washington just as the US was preparing to open a bio-laboratory in Georgia.

It is not just the Pentagon and special US departments that are involved in this covert biological warfare, but also member corporations of the Alliance for Biosecurity. This group of companies includes Bavarian Nordic, Cangene Corporation, DOR BioPharma, Inc., DynPort Vaccine Company LLC, Elusys Therapeutics, Inc., Emergent BioSolutions, Hematech, Inc., Human Genome Sciences, Inc., NanoViricides, Inc., Pfizer Inc., PharmAthene, Siga Technologies, Inc., and Unither Virology LLC. They are all part of the so-called ‘Big Pharma’. This term refers to a branched structure in which the interests of US congressmen are entwined with the interests of America’s pharmaceutical and military industries.
