German Intelligence Service to Become Branch of U.S. CIA*

According to a news report in the June 7th German Economic News (Deutsche Wirtschafts Nachrichten, or DWN), headlined “Merkel entmachtet BND: USA kontrollieren Spionage in Deutschland” or “Merkel Ousts BND: US to Control German Espionage,” a new law will soon be passed in the German parliament and be approved by Chancellor Angela Merkel, which will make Germany’s version of the CIA, the Bundesnachrichtendienstes (BND), nothing more than a branch of the CIA, to such an extreme degree, that even U.S. corporate espionage against German companies will become part of that ‘German’ operation. The independent capacities of the BND will become emasculated, no longer operational, under the new law.

“In practice, this means that the U.S. intelligence services [NSA] will be allowed to continue to listen in on every company and every individual in Germany.”

(That includes the Chancellor herself, whose phone-conversations were previously embarrassingly revealed to have been listened-in upon by the NSA. Now it’ll be legal.)

This could be part of the West’s build-up toward a global war. According to a report issued on June 6th in German Economic News, the German government is preparing to go to war against Russia, and has in draft-form a Bundeswehr report declaring Russia to be an enemy nation. DWN said there:

“The Russian secret services have apparently thoroughly studied the paper. In advance of the paper’s publication, a harsh note of protest has been sent to Berlin: The head of the Foreign Affairs Committee of the Russian State Duma, Alexei Puschkow, has posted this Twitter message:

‘The decision of the German government declaring Russia to be an enemy shows Merkel’s subservience to the Obama administration.’”

Back on February 17th, DWN had reported that German Chancellor Merkel “will develop a new military doctrine” declaring, “The ‘annexation’ of Crimea by Russia is the basis for military action against Moscow.” Apparently, that prior report will soon be fulfilled.

Taken all together, these news reports from DWN indicate a clear subordination of the German government to the U.S. government, in a period of preparation for a NATO war against Russia.

However, not mentioned at all in the DWN articles — nor anywhere else in Western ‘news’ media — is a crucial fact, a fact that the head of America’s ‘private CIA’ firm Stratfor acknowledged only when addressing a Russian-speaking audience, because it reveals the fraudulence of the West’s alleged ‘justification’ for all of this economic and now also military action by the West against Russia: that (in English) the overthrow of Ukraine’s President in Russia’s neighbouring nation of Ukraine during February 2014 was “the most blatant coup in history.” That coup, in turn, led to the separation from Ukraine of the two regions of Ukraine that had voted overwhelmingly for the President whom Obama had just overthrown. Extensive video documentation exists demonstrating that the overthrow was a coup, and even demonstrating that the Obama Administration had selected Ukraine’s post-coup leader 22 days prior to his being formally appointed by the Ukrainian parliament. Furthermore, the only detailed scholarly study of the evidence that has been performed came to the same conclusion — that it was a U.S. coup. The last month before the coup was incredibly violent, with Obama’s hired fascists attacking the government’s security forces brutally: Here is some of the bloodshed from the prior month, on January 21st, then January 22nd, then January 25th. Moreover, immediately after the overthrow, when the EU sent its own investigator into Kiev to report back on how the overthrow had taken place, he too reported that it had been a coup. Subsequently revealed was that the Obama Administration had started preparing the coup inside the U.S. Embassy in Kiev by no later than 1 March 2013 — almost a year prior to the coup. Also, the even earlier preparation for the coup, extending through decades, on the part of CIA-affiliated ‘non-profit’ or NGO organizations (funded by Western aristocrats and their corporations), laying the groundwork for this coup, has been brilliantly documented at some online sites. None of this information has been widely published — it’s virtually not at all published in the West. Though the potential audience for it might be vast (especially since Western publics pay much of the tab for this operation and yet receive none of the benefits from the resultant looting of Ukraine, which goes all to aristocrats in the U.S. and allied aristocracies), the market in the West for reporting it, is virtually nil, because the market is the West’s news media, and they’ve all (except for a few small ones like this) been taken over by the aristocracy, and serve the aristocracy — not the public (their audiences, whom they’re in business to deceive). The aristocracy’s companies advertise in, and thereby fund, most of those ‘news’ media, and the aristocracy’s governments fund the rest — and the public pays for that, too, not just by being manipulated to vote for the aristocracy’s politicians, but by being taxed to pay what the NGOs and their aristocrats don’t (so the public are buying the weapons etc.). It’s a vast money-funnel from the many, to the few.

Though the transfer of Crimea from Ukraine to Russia is treated by Western ‘news’ media as having been a ‘conquest’ by Russia, and as being Russia’s ‘seizure’ of Crimea, and Russia’s ‘stealing’ Crimea, nothing of the sort is true (and Crimeans had good reason to be terrified of the Obama-coup regime that had just been installed, from which Russia saved Crimeans), but the lie needs to be promulgated in order for the aristocracy’s invasion of Russia to be able to organized and carried out.

Unfortunately, the reason why this U.S coup in Ukraine has still not been reported in the West, is that to make it public to Westerners would jeopardize not only the Western economic sanctions against Russia after Russia accepted the overwhelming decision by Crimeans to separate from the post-coup Ukrainian government, but would also jeopardize the preparations by all of NATO to go to war against Russia: both the sanctions and the invasion would have no basis and no support among Western publics. All of that (the sanctions, and now the pouring of troops and weapons onto and near Russia’s borders for a possible invasion of Russia) would no longer be at all palatable by Western publics, if this history — that it all began by a violent U.S. coup in Ukraine — were to become known before the U.S. and NATO invasion occurs. So it all remains, instead, suppressed in the ‘democratic’ West.

U.S. Military Drills on West Coast Will Blackout GPS*

The U.S. military have begun a mysterious set of drills on the West coast of America that they say will jam GPS signals for six hours a day. 

The FAA issued an advisory warning pilots that the global positioning systems (GPS) could be unresponsive this month, but have refused to say why.

Gizmodo.com reports:

On June 7, 9, 21, 23, 28, and 30th the GPS interference testing will be taking place between 9:30am and 3:30pm Pacific time. But if you’re on the ground, you probably won’t notice interference.

The testing will be centred on China Lake, California—home to the Navy’s 1.1 million acre Naval Air Weapons Center in the Mojave Desert. The potentially lost signals will stretch hundreds of miles in each direction and will affect various types of GPS, reaching the furthest at higher altitudes. But the jamming will only affect aircraft above 50 feet.

I gave the Naval Air Warfare Center Weapons Division a call yesterday, but they couldn’t tell me much.

“We’re aware of the flight advisory,” Deidre Patin, Public Affairs specialist for Naval Air Warfare Center Weapons Division told me over the phone. But she couldn’t give me any details about whether there was indeed GPS “jamming,” nor whether it had happened before. Patin added,

“I can’t go into the details of the testing, it’s general testing for our ranges.”

As AVWeb points out, Embraer Phenom 300 business jets are being told to avoid the area completely during the tests. The FAA claims that the jamming test could interfere with the business jet’s “aircraft flight stability controls.”

GPS technology has become so ubiquitous that cheap jamming technology has become a real concern for both military and civilian aircraft. And if we had to speculate we’d say that these tests are probably pulling double duty for both offensive and defensive military capabilities. But honestly, that’s just a guess.

These tests are naturally going to fuel plenty of conspiracy theories about mind control, weather modification, and aliens—especially with China Lake’s proximity to both large population centres like LA and Las Vegas, and the fact that Area 51 is practically just down the road. But it doesn’t take a conspiracy theorist to tell us we’re fucked if terrorists or shitty teenagers make it a habit of jamming GPS signals for everybody.

ISIS, a notorious death cult known for its barbaric executions, is illegally trading with stolen Syrian and Iraqi oil to finance its bloodthirsty jihadists and purchase weapons.

The destination of the destroyed tankers is still unknown.

ISIS has been financially crippled as Russian and U.S. airstrikes have been frequently targeting the group’s banks, oil refineries and tankers.

School Stops Enforcing Obama’s trans Bathroom Policy after Parents Pulled Kids Out*

A Michigan school district has stopped the practice of allowing members of one biological sex to use the restrooms of the opposite sex after parents pulled their two sons out of elementary school over the issue.

Last week, Matt Stewart’s nine-year-old son told him,

“There was a girl in the boys’ bathroom” with him and other male elementary kids.  When Stewart called the school, the principal told him the Obama administration’s federal guidance on transgender students forced them to allow transgender students in the bathrooms, locker rooms, and showers of their chosen gender, and not their biological sex. Violating the policy means losing federal funding.

Stewart talked it over with his wife, and they decided to take their sons out of Southwest Elementary School in Howell, Michigan.

Now, after publicly complaining that parents should have been consulted, Stewart says, “over the last few days they have actually changed their positions.”

Howell Public Schools Superintendent Eric McGregor issued a statement saying,

“At this time, we do not currently have any students using a restroom other than that designated for their biological gender, or requesting to do so.”

The school district refused to say whether the elementary girl in the boys’ room left the school district, or is now using the bathroom of her actual, biological gender.

“We are pausing on the federal guidance issued to all school districts across the nation…while we work to…gather feedback on this matter,” Superintendent McGregor wrote.

Stewart has since sent his sons back to school.

Former presidential candidate Gary Bauer told LifeSiteNews that Stewart’s concerned –and public – action shows the way parents should respond to school districts that follow the controversial federal rules.

“Parents should join hands and respond by telling their local schools that if they surrender to these demands, they will take their children out of that local school and find another alternative to educate them,” Bauer said.

Bauer, who is the president of American Values and chairman of the Campaign for Working Families, said that parents who follow this family’s lead “will accomplish two things: reminding local school officials they work for you, and, teaching your children that fighting back against big government is as old as the American Revolution.”

“The Obama Administration is bullying low income, disadvantaged students by threatening to withhold their education dollars if the school district doesn’t cave into Obama’s demands,” Bauer told LifeSiteNews.

In Howell, school administrators appear to have gotten the message.

WXYZ reports, “Sources at the school district say the school board plans to meet with attorneys on Monday to discuss options. The school board has a meeting scheduled for June 13.”

Stewart concluded that school decisions as intimate as these “should involve the parents and should involve our community.  These are our schools.

A secret report warned that British spies may have put lives at risk because their surveillance systems were sweeping up more data than could be analyzed, leading them to miss clues to possible security threats.

The concern was sent to top British government officials in an explosive classified document, which outlined methods being developed by the United Kingdom’s domestic intelligence agency to covertly monitor internet communications.

The Security Service, also known as MI5, had become the “principal collector and exploiter” of digital communications within the U.K., the eight-page report noted, but the agency’s surveillance capabilities had “grown significantly over the last few years.”

MI5 “can currently collect (whether itself or through partners …) significantly more than it is able to exploit fully,” the report warned. “This creates a real risk of ‘intelligence failure’ i.e. from the Service being unable to access potentially life-saving intelligence from data that it has already collected.”

A draft copy of the report, obtained by The Intercept from National Security Agency whistleblower Edward Snowden, is marked with the classification “U.K. Secret” and dated February 12, 2010. It was prepared by British spy agency officials to brief the government’s Cabinet Office and Treasury Department about the U.K.’s surveillance capabilities.

Notably, three years after the report was authored, two Islamic extremists killed and attempted to decapitate a British soldier, Lee Rigby, on a London street. An investigation into the incident found that the two perpetrators were well-known to MI5, but the agency had missed significant warning signs about the men, including records of phone calls one of them had made to an al Qaeda-affiliated radical in Yemen, and an online message in which the same individual had discussed in graphic detail his intention to murder a soldier.

The new revelations raise questions about whether problems sifting through the troves of data collected by British spies may have been a factor in the failure to prevent the Rigby killing. But they are also of broader relevance to an ongoing debate in the U.K. about surveillance. In recent months, the British government has been trying to pass a new law, the Investigatory Powers Bill, which would grant MI5 and other agencies access to more data.

Silkie Carlo, a policy officer at the London-based human rights group Liberty, told The Intercept that the details contained in the secret report highlighted the need for a comprehensive independent review of the proposed new surveillance powers.

“Intelligence whistleblowers have warned that the agencies are drowning in data — and now we have it confirmed from the heart of the U.K. government,” Carlo said.

“If our agencies have risked missing ‘life-saving intelligence’ by collecting ‘significantly’ more data than they can analyze, how can they justify casting the net yet wider in the toxic Investigatory Powers Bill?”

The British government’s Home Office, which handles media requests related to MI5, declined to comment for this story.

“Lack of staff and tools”

The leaked report outlines efforts by British agencies to conduct both “large-scale” and “small-scale” eavesdropping of domestic communications within the U.K. It focuses primarily on an MI5 program called DIGINT, or digital intelligence, which was aimed at transforming the agency’s ability to covertly monitor internet communications.

DIGINT was established for counterterrorism purposes, and “more generally for wider national security purposes,” the report said. The program was described as being focused on “the activities of key investigative targets, and on those exploitation activities that will drive greatest investigative benefits with respect to U.K. domestic threats.”

The amount of data being collected, however, proved difficult for MI5 to handle. In March 2010, in another secret report, concerns were reiterated about the agency’s difficulties processing the material it was harvesting.

“There is an imbalance between collection and exploitation capabilities, resulting in a failure to make effective use of some of the intelligence collected today,” the report noted.

“With the exception of the highest priority investigations, a lack of staff and tools means that investigators are presented with raw and unfiltered DIGINT data. Frequently, this material is not fully assessed because of the significant time required to review it.”

The problem was not unique to MI5.

Many of the agency’s larger-scale surveillance operations were being conducted in coordination with the National Technical Assistance Centre, a unit of the electronic eavesdropping agency Government Communications Headquarters, better known as GCHQ.

The Centre plays a vital but little-known role. One of its main functions is to act as a kind of intermediary, managing the highly sensitive data-sharing relationships that exist among British telecommunications companies and law enforcement and spy agencies.

Perhaps the most important program the Centre helps deliver is code-named PRESTON, which covertly intercepts phone calls, text messages, and internet data sent or received by people or organizations in the U.K. who have been named as surveillance targets on warrants signed off by a government minister.

A top-secret 2009 study found that, in one six-month period, the PRESTON program had intercepted more than 5 million communications. Remarkably, 97 percent of the calls, messages, and data it had collected were found to have been “not viewed” by the authorities.

The authors of the study were alarmed because PRESTON was supposedly focused on known suspects, and yet most of the communications it was monitoring appeared to be getting ignored — meaning crucial intelligence could have been missed.

“Only a small proportion of the Preston Traffic is viewed,” they noted. “This is of concern as the collection is all warranted.”

Politically contentious”

For most of the last decade, successive British governments have attempted to obtain more surveillance powers, but their efforts have met with public opposition and ultimately failed. The present government’s effort to push through a sweeping surveillance law — the Investigatory Powers Bill — is currently being considered by the Parliament.

Documents provided by Snowden show that the U.K.’s intelligence and security agencies have wanted to obtain new powers to store domestic data about internet communications to address the “growing range of services available to internet users.” This reflects the position that has been adopted publicly in recent years by the government, which has argued that expanded internet surveillance is necessary to keep up with changes in technology.

However, the Snowden documents also reveal a more candid internal assessment of the need for bolstered spy laws and shine light on major aspects of the U.K.’s existing surveillance apparatus that government and security officials have not publicly acknowledged in their pursuit of the new powers.

In one document dated from 2012, GCHQ stated that it was “not dependent” on a new surveillance law coming into force, presumably due to the extensive capabilities already at its disposal. GCHQ added that new powers were of greater importance to the U.K.’s law enforcement agencies, which were facing “a significant decline” in ability to intercept communications due to people increasingly using internet services — as opposed to conventional landlines and cellphones — to talk or exchange messages.

But passing a new surveillance law would be a “politically contentious [and] technically complex” process, GCHQ said in the document. In the meantime, therefore, it devised something of a workaround by creating a secret stop-gap surveillance solution for law enforcement officials.

As part of a program named MILKWHITE, GCHQ made some of its huge troves of metadata about people’s online activities accessible to MI5, London’s Metropolitan Police, the tax agency Her Majesty’s Revenue and Customs, the Serious Organized Crime Agency (now merged into the National Crime Agency), the Police Service of Northern Ireland, and an obscure Scotland-based surveillance unit called the Scottish Recording Centre.

Metadata reveals information about communications — such as the sender and recipient of an email, or the phone numbers someone called and at what time — but not the written content of the message or the audio of the call. GCHQ’s definition of metadata is broad and also encompasses location data that can be used to track people’s movements, login passwords, and website browsing histories, as The Intercept has previously revealed.

The MILKWHITE program was developed as early as September 2009, and it seems to have been operational under both the Labour and the Conservative-Liberal Democrat governments of that period. One of its purposes was to allow law enforcement agencies and MI5 to sift through the troves of metadata to discover internet “selectors” for their surveillance targets — meaning unique identifiers, such as a username or IP address, that can be used to home in on and monitor a person’s online activities.

GCHQ focuses primarily on intercepting foreign communications that are “external” to the U.K. But in the process of doing so — by tapping into international cables that carry phone calls and internet traffic between countries — the agency vacuums up large quantities of data on British calls, emails, and web browsing habits, too. It is this British data — some of which appears to have been made accessible through MILKWHITE — that would be of most interest to MI5, police, and tax officers, as it is their role to conduct “internal” investigations within the U.K.

A GCHQ document dated from late 2010 indicated that MILKWHITE was storing data about people’s usage of smartphone chat apps like WhatsApp and Viber, instant messenger services such as Jabber, and social networking websites, including Facebook, MySpace, and LinkedIn. Access to the data was provided to law enforcement through an “internet data unit” hosted by the Serious Organized Crime Agency and it was accessible to tax investigators through what one GCHQ document described as established “business as usual” channels.

By March 2011, GCHQ noted that there was “increasing customer demand” for the service offered by MILKWHITE and the agency planned to grow its capacity, seeking £20.8 million ($30.6 million) to update the program’s “advanced analytics” capabilities and to maintain its “bulk” storage of metadata records. “Bulk” is a term GCHQ uses to refer to large troves of data that are not focused on individual targets; rather, they include millions and in some cases billions of records about ordinary people’s communications and internet activity.

Carlo, the policy analyst with Liberty, said the revelations about MILKWHITE suggested members of Parliament had been misled about how so-called bulk data is handled. “While MPs have been told that bulk powers have been used only by the intelligence community, it now appears it has been ‘business as usual’ for the tax man to access mass internet data for years,” she said. “This vindicates the warnings of security experts and the call by opposition parties for an urgent, independent review of bulk powers. The compromise review recently announced is a poor substitute and without the time and technical expertise, will struggle to address this issue of national importance.”

GCHQ declined to answer questions for this story. A spokesperson for the agency said in a statement: “It is long-standing policy that we do not comment on intelligence matters. Furthermore, all of GCHQ’s work is carried out in accordance with a strict legal and policy framework, which ensures that our activities are authorized, necessary and proportionate, and that there is rigorous oversight, including from the Secretary of State, the Interception and Intelligence Services Commissioners and the Parliamentary Intelligence and Security Committee. All our operational processes rigorously support this position. In addition, the U.K.’s interception regime is entirely compatible with the European Convention on Human Rights.”
