The Business of Treason inside the Rand Corporation…*

If you think the Internet came out of Silicon Valley, that NASA planned the first satellite to orbit Earth, or that IBM created the modern computer— think again. Each one of these breakthroughs was conceived at RAND, a shadowy think tank in Santa Monica, California.

Cuban-born journalist and author cwas allowed exclusive access inside the RAND Corporation to view their archives. What he discovered was a plot driven by mad scientists, behaviourists, and generals who were intent on starting world war three and fleecing the American people in the process. Once he was a sceptic on the subject of conspiracy theories and the new world order, but after his work with the RAND Corporation he is now convinced that this top secret think tank has been pulling the strings of American government for at least 60 years.

Intimidation Factor

Rand rose out of the ashes of World War II. After witnessing the success of the Manhattan Project—the $2 billion initiative that created the first atomic bomb—a five-star Air Force general named Henry “Hap” Arnold (pictured) concluded that America needed a team of great minds to keep the country’s technology ahead of the rest of the world. In 1946, he gathered together a small group of scientists and $10 million in funding and started RAND (which stands for Research and Development). He even convinced a family friend, aircraft magnate Donald Douglas, to house the project at his factory in Santa Monica.

After a few short months, RAND got the attention of academics, politicians, and military strategists alike by issuing a prophetic study called “Preliminary Design of an Experimental World-Circling Spaceship.” At the time, rocket science was still in its infancy, so RAND’s call for an orbiting space station was revolutionary. Not only did the think tank specify the kind of fuel the spaceship would need and how quickly it could be built, but it also outlined how the station could predict the weather, transform long-distance communication, and, most importantly, intimidate our rivals abroad. If America could put a satellite into space, what else was she capable of?

Although President Truman passed on the space station, the military fell in love with RAND. Through Hap’s connections, the Air Force quickly became the think tank’s main contractor, and RAND began consulting on everything from propeller turbines to missile defence. Before long, the organization was so flush with contracts that it had to hire hundreds of additional researchers to keep up. In recruitment ads, RAND bragged about its intellectual genealogy, tracing a direct line from its president, Frank Collbohm, to Isaac Newton. Whether or not that claim was true, the institute secured a reputation as the place to dream up new ways to wage wars and keep enemies at bay.

By the 1960s, America’s rivals were paying attention. The Soviet newspaper Pravda nicknamed RAND “the academy of science and death and destruction.” American outfits preferred to call them the “wizards of Armageddon.”

War Games

The Soviets had good reason to worry about RAND. In 1957, the Air Force hired the think tank to create spy satellites. Within two years, it developed CORONA—a covert system that aimed to send camera-carrying satellites into orbit on the backs of missiles. While the idea was genius, the design was flawed. It took 13 failed attempts before the system finally got off the ground in 1959. Once it did, however, the results were spectacular. The CORONA satellite returned with 161 lbs. of film about the Soviet Union, more footage than spy planes had recovered in the previous four years combined. For the following decade, CORONA became the backbone of American intelligence on the Soviet Union. Researchers watched troops march along the Russian border with China and spied on cities they’d never seen before. They could even count the fruit in Soviet orchards and analyze their crops.

By the early 1960s, RAND had established itself as a fixture of U.S. policy. Branching out from straight rocket science, the think tank had become the centre of the nation’s nuclear strategy.

One high-profile RAND genius, John Williams, developed game theory to predict how the cagey Soviet Union might act during conflict.

The theory was a perfect fit for RAND, an organization that continually sought to impose objective reality on an irrational world.

Another genius, mathematician Albert Wohlstetter, came up with the fail-safe concept, which saved the world from nuclear conflagration several times. The idea called for a series of checkpoints for bombers armed with nuclear weapons. If a bomber pilot failed to receive confirmation at any checkpoint, he would abandon the mission and turn the plane around. Once, in 1979, a mistake by a telephone operator led to a transmission that the United States was under nuclear attack from Moscow. Ten fighters from three separate bases took to the air armed with nuclear missiles. But in the end, because of Wohlstetter’s fail-safe system, none of them deployed their weapons.

Through the years, RAND’s sphere of influence became more visible. In the 1960s, Secretary of Defense Robert McNamara hired scores of its young researchers—dubbed the “Whiz Kids”—to reorganize the Pentagon. But perhaps the thing that most solidified RAND’s reputation in the public’s imagination was the release of the Stanley Kubrick film Dr. Strangelove or: How I Learned to Stop Worrying and Love the Bomb in 1964. The movie’s title character, a deranged Nazi scientist, was modelled after RAND’s eccentric Herman Kahn.

A military strategist, Kahn famously argued that America could easily survive an all-out conflict with the Soviet Union if people took refuge in shelters and rationed food. Although the radiation would cause hundreds of thousands of genetic defects, Kahn insisted the American people would endure. Kahn’s apocalyptic scenarios didn’t end there. He also dreamed up the Doomsday Machine, a device that could destroy all life on Earth, which Kubrick used in Dr. Strangelove. In fact, Kubrick borrowed so many of Kahn’s sayings and ideas that the scientist began demanding royalties. Kahn was so persistent that Kubrick finally had to tell him, “That’s not how things are done, Herman.”

Spinning A World Wide Web

While RAND has played a major role in keeping America safe from military attacks and nuclear catastrophes, the think tank has also left its mark on the communications industry. RAND is directly responsible for packet switching, the technology that made the Internet possible. It all started in the 1960s, when the military asked RAND researchers to solve a hypothetical question: If the Soviet Union destroyed all of our communication systems with a nuclear bomb, how could we fight back?

A young engineer named Paul Baran provided an elegant solution by likening the nation’s telephone wires to the brain’s central nervous system. Baran proposed sending messages via phone lines and changing words into numbers to avoid noise and distortion. Baran also decided that any content relayed should be divided into “packets,” or discrete bundles of data. As a result, messages were separated during transmission, and would then automatically reconfigure themselves once they reached their destination. More importantly, if direct communications were destroyed, the packets could reroute themselves through phone lines anywhere in the world.

Baran tried to convince AT&T to install the system, but the phone giant refused to create something that could become its worst competitor.

Instead, the creation of a worldwide packet-switching system was left to the Pentagon, which devised ARPANET, the predecessor to the Internet.

Healthy Choices

During the 1960s, RAND also expanded its lines of investigation into education, welfare reform, and criminal justice. By the time Richard Nixon took office in 1969, the think tank was an established, independent source for social policy research. So, when the issue of medical insurance sparked a great national debate, Nixon tapped RAND for ideas. At the time, there was little data on the effectiveness of free health care versus coverage plans with co-pays and deductibles. In particular, Nixon wanted to know if free health care made people healthier. To find the answer, RAND’s Health Division spent 10 years acting as the insurance company for more than 5,000 people around the country.

In the end, RAND’s research found that people who paid for health care were just as healthy as people who got it for free. With free health care, people went in for more regular medical screenings, but their other habits—exercise, diet, smoking—were worse. The message was not lost on the insurance industry, nor on the federal government. In 1982, when the study was released, only 30% of medical plans had deductibles. Five years later, more than 90% did.

Thinking Ahead

Universal Health care was just the beginning of RAND’s expansion into the social sciences. Although 50% of RAND’s current $223 million budget still comes from federal funding, much of that goes toward non-defence work. The think tank currently employs close to 1,000 researchers, who spend their time analyzing everything from renewable energy and obesity to hurricanes and the Israeli-Palestinian conflict.

Globalization has also opened up the organization’s opportunities. In addition to its five centres that handle social and economic policy issues, as well as the five centres that focus on international affairs, RAND has an affiliate organization in Europe, and a prominent voice in Middle Eastern policy. Most notably, the RAND Qatar Policy Institute is working on re-configuring the emirate’s entire educational system.

Of course, RAND hasn’t exactly abandoned its bread-and-butter services. The organization touts three federally funded research and development centres that concentrate on national security. After all, RAND did establish the discipline of studying terrorism in the 1970s, long before the United Nations even had a working definition for the word. Today, the RAND Terrorism Chronology Database, which has catalogued all acts of terrorism from 1968 to the present, has become an invaluable tool for the military and the government. It makes sense that in these times, our new president will pay attention to the think tank, too. Barack Obama has taken a keen interest in its study on post-traumatic stress disorder in soldiers returning from Iraq. In other words, RAND already has his ear.

The Who’s Who Of Rand Corp

John Nash ““ RAND was the motherland of game theory during the 1950s and 1960s, and among its most prominent players was John Nash—the soulful subject of the book and movie A Beautiful Mind. Nash came up with what is now called the Nash equilibrium, which is used to determine the stability of competition.

Thomas Schelling ““ Schelling was an economist who came to RAND shortly after Nash’s frenzied departure. His game theory concocted a worldview of aggression and counter-aggression that was heavily influential during the Vietnam War.

Kenneth Arrow ““ One of the most influential RAND employees, Arrow posited that greed is good, and that what he termed “consumer sovereignty” should rule society. Some critics have blamed Arrow’s Theorem for providing the theoretical foundation for the free market frenzy of the past 30 years, including the current housing market meltdown.

Albert Wohlstetter ““ The most prominent member of RAND’s so-called Nuclear Boys Club. A brilliant theoretical mathematician and an unparalleled nuclear strategist, he worked at RAND on and off from 1951 to his death 46 years later. He originated the Second Strike nuclear doctrine (make sure you have enough backup nukes to wipe out any attackers) and the Fail Safe principle (drop the big one on your target only after confirmation in flight from headquarters).

Police in Brazil, where the 2016 Olympic Games are ongoing, have arrested a top official of the International Olympic Committee (IOC) for illegal sale of tickets valued over a whopping $3 million.

Patrick Hickey was arrested by the Rio police on August 17, 2016 at his hotel, following revelations of his involvement in spearheading the illegal sale of tickets for the games on the black market.

Until his arrest, Hickey was the president of the Olympic Council of Ireland (OCI), and also the president of the European Olympic Committee (EOC). Again, Hickey has been an executive board member of the IOC since 2012.

OCI has since issued a statement that Hickey has stepped down from his position as the country’s Olympic chief. He has been replaced with William O’Brien. The EOC has also said Hickey will be replaced by his deputy, Janez Kocijancic as he faces charges in Rio. The IOC, on the other hand said it is conducting its own internal investigations on the issue.

According to the account of the story narrated by Brazilian media, at the beginning of the games, police had received complaints from concerned Brazilian citizens that some top officials of the IOC are conniving with unscrupulous locals, organizing sales of tickets on the black market.

The former Brazilian famous footballer now-turned politician, Romário de Souza Faria, started the allegation of ticket racketeering before the games. Reports suggest Romário specifically mentioned Hickey as the IOC official planning to sell the illegal tickets.

With this lead intelligence, Brazilian police closely monitored Hickey since his arrival in the country for the games. Investigators said they uncovered a group of people they described as “Cartel,” who Hickey had formed, to sell tickets he supplied to them. The police claimed specifically that Hickey tasked the people he recruited to resell the tickets at a higher price than their face value. They said the scheme could have had profits of 10 million Brazilian Reals ($3.1m).

According to The Rio Times, these tickets Hickey gave to his cartel, were tickets given to the OCI by the IOC.

Police reportedly pursued Hickey’s arrest at his hotel in the Barra district of Rio, after establishing these facts. However, Hickey was informed that the police were looking for him, going into hiding in his son’s room in the same hotel. It is believed Hickey had sent his son to the games to help in the sale of the illegal tickets.

However, eventually police arrested him. After Hickey was arrested, he reportedly fell ill and was sent to hospital for medical care, before relocating to the police station for questioning.

Apart from Hickey, police officials have also recommended the arrest and charging of three executives from Ireland, also guilty of reselling tickets for the games. These executives are wanted for illegal resale of tickets, criminal association and fraudulent marketing.

Aljazeera reports of two people arrested in Rio de Janeiro in August, following allegations of Olympic tickets sold on the black market, that were earmarked for the OCI, in the city ahead of the games.

One of the three arrested, Kevin Mallon, an Irishman is said to be the director of a top sports hospitality company, THG Sports. He was alleged to have resold some of the tickets illegally at inflated prices, upwards to $7,800. Police said they recovered from him, more than 800 top-class tickets for the Games.

Before the commencement of the games in Rio, the city’s police were placed on high alert over possible protests against the games. Brazil’s serious economic challenges have its majority of its population wallowing in poverty. Despite the challenges, country officials have ignored these problems, spending millions of dollars on building infrastructure to host the games. This has infuriated many concerned citizens of the country.

The Dutch Freedom Party is working on a project for a referendum for the exit of the state from the European Union.

The Freedom Party, which is the third political power in Netherlands, is working on a project for a referendum similar to Brexit. In case the country exits the European Union, the Hague will work on improving relations with Moscow, and will first of all, work on lifting the anti-Russian sanctions. This is what party leader, Geert Wilders, said in an interview with Izvestia newspaper.

“The prosperity of our country depends on our independence and on our ability to make our own decisions. The events of the last months have pointed out that we must, as soon as possible, resolve the question of our membership in the E.U. through a referendum. Brussels cannot order with whom we may have economic or political relations. The restoration of relations with Russia is a priority for a traditionally trade-oriented country such as Holland. For many centuries, our two countries, regardless of existing conflicts, have benefited from mutual cooperation. The lifting of the anti-Russian sanctions is a necessary condition for our future prosperity,” Wilders said.

The politician explained that the lifting of the anti-Russian sanctions is directly linked to the independence of Holland. According to him, even if the Parliament voted in this direction now, judicially the situation will remain the same (in the E.U., the principle of the superior right of the European Union takes precedence over national judicial systems).

“Brussels makes decisions concerning its own interests, without listening to the opinions of the people. This is one expanding monster which is involved in conquering territories and in stealing from our social system, our identity and our democracy. That is why each of our decisions will have legal status only when we are separated from the E.U. We will have a stronger economy due to the connections and trade with Russia,” the politician noted.

A number of states in the E.U. spoke about lifting the anti-Russian sanctions. In April, the lower chamber of the French Parliament voted for the cancellation of the sanctions, and in the beginning of June, a similar resolution was adopted in the Senate. Regardless of the acceptance of these documents, Paris did not recognise them and at the end of July, it supported the extension of the sanctions. Similar resolutions were voted for in the regional parliaments in Italy (Veneto, Liguria and Lombardy) as well as in the Parliament of Cyprus. MPs from Germany, Belgium, Hungary and Greece also did the same. The E.U., however, continues on its own external policy course and does not participate in political discussions.

Geert Wilders explained that with its unpopular decisions, Brussels is pushing the countries of the E.U. towards such actions. He pointed to the political deal with Turkey as an example – the promise for a visa-free regime for Turkish citizens, which is considered as being a threat to the identity of ordinary Europeans.

“Our party has spoken about the necessity of exiting the European Union for a long time, but now after the events in Great Britain, we can rely on Nexit in the short term, before the parliamentary elections (scheduled for March 2017). This speed is related to the protection of our national borders. The biggest threat today is the uncontrolled flow of migrants who, in order to reach the Netherlands, pass through several safe countries. Therefore, the refugees are not looking for safety, but are interested in our social benefits. And together with the migrants, thousands of terrorists are entering and they are the real threat for the European world,” the politician explained.

It is interesting that due to the lack of will to change the course according to the new political situation, many countries in the E.U. continue the discussion on the future of the Union. Professor Peter Schultze from the Gottingen University explained to Izvestia why the E.U. must change:

“Brexit was the beginning of the process of reconstruction and reform for the E.U., because it became obvious that in this form, the project does not respond to the needs of the people.”

There are about 50 nations speaking over 200 languages in Europe. This is not a homogenous territory. And Brussels must remember that Europe does not end at the borders of the European Union, but includes Great Britain and Russia, too. It is important for Brussels to review the relations with the countries willing to become members of the E.U. First, they must think about a new form of the relationship. They must think about a pan-European perspective. Today, it has become clear that we have so much in common with Russia,” Professor Schultze noted.

Back in “I cannot believe what I am reading” land, the Daily Telegraph reports that the U.S. has warned Syrian Air Force ‘planes flying over Hasakah – capital city of Al-Hasakah Governorate in the far north east of the country, eighty km south of the Turkish border – “against any new strikes that might endanger its military advisers …”

Said “advisors” are illegally in the country to aid the U.S.-backed Kurdish forces as well as the varying Al-Qaeda spawned, organ eating head choppers who change names and allegiances near too often to catch up with.

The Telegraph reminds that: “

Deadly clashes erupted between pro-government militia and the U.S.-backed Kurdish forces on Wednesday. The following day, the regime launched its first ever air strikes against the Kurds.”

Interesting to note that reality has been again turned upside down, with the Syrian government forces becoming “militia” and the U.S.- backed Kurdish “rebels” becoming “forces.”

“The unprecedented strikes against six Kurdish positions in the north-eastern city prompted the U.S.-led coalition to scramble aircraft to protect U.S. special operations forces advisers deployed with the Kurdish forces.

“It was the first time the coalition had confirmed deploying warplanes against the Syrian Air Force.”

“At least the U.S. has finally admitted what has been known for years about its 2006 plot hatched up in the U.S. Embassy in Damascus  to overthrow the country’s legitimate and popular President by funding and fermenting internal strife.”

In a further statement of jaw dropping arrogance: ‘Pentagon spokesman Captain Jeff Davis, warned that:

“the Syrian regime would be well advised not to do things that place them (the U.S. backed ‘coalition forces’ and their U.S. illegal immigrant advisers) at risk.”

The heading of the Telegraph article is: “Syria deploys warplanes over Hasakah despite U.S. warning …

Article 51 of the U.N. Charter is specific:

 “Nothing in the present Charter shall impair the inherent right of individual or collective self-defence if an armed attack occurs against a Member of the United Nations, until the Security Council has taken the measures necessary to maintain international peace and security.”

Whilst it is inconceivable that the U.N. Security Council would censure its quasi boss the U.S., Article 51 and numerous other international laws on nations’ right to self defence still stand and much of the world is increasingly incandescent at the flagrant abuse of all painstakingly fashioned legalities aimed at preventing naked aggressions of sovereignty and nation states.

In the meantime, the U.S. warns Syria to back off and allow them to continue to bomb and invade their country and destroy their armed forces.

More proof of this astonishing mind numbing arrogance has just appeared in The Aviationist:

“Two Syrian Su-24 Fencer attempting to fly over a Kurdish-held area in north-eastern Syria where U.S. SOF (Special Operations Forces) are operating, get intercepted by U.S. F-22 and encouraged to depart the[ir] airspace.

“Twice in the last few days, Syrian jets performing air strikes close to where U.S. SOF are operating in north-eastern Syria caused coalition aircraft to scramble.

“On Aug. 18, U.S. jets were dispatched to intercept the Syrian attack planes that were attacking targets near Hasakah supporting (Syria’s national army) fighting the Syrian Kurdish forces. About 300 U.S. military operate in the same area … (Emphasis added.)

“Following the first ‘close encounter’ the Pentagon warned Assad regime to not fly or conduct raids in the area where the American SOF are operating. However, on Aug. 19, two Su-24 Fencers, attempted again to penetrate the airspace near Hasakah …

“This time, the two Syrian Arab Air Force attack planes were met by American F-22 Raptors (most probably already operating in the same area providing Combat Air Patrol) …

“This is not the first time the F-22 presence deters foreign military aircraft from harassing U.S. forces.”

So now U.S. fighter jets, operating entirely illegally in Syrian airspace, decimating the Syrian people, towns, cities, villages, archaeological sites, hospitals, schools, factories and infrastructure accuse the Syrian Air Force of being “foreign military aircraft.”

One can only conclude the U.S. Administration, Pentagon and the entire State apparatus have collectively lost every last shred of sanity.

The San Juan River is one of the most sacred and agriculturally important areas to the Navajo Nation. It’s also the site of a three-million-gallon toxic mine spill.

Residue from the release of mining chemicals sits on rocks in the Animas River in Durango, Colorado.

This time last year, images of Colorado’s Animas River were going viral, leaving many mystified or downright disturbed by the waterway’s Willy Wonka-esque shade of golden orange. The culprit of the bizarre phenomenon: a slurry of mining chemicals which had burst from a sealed entryway to a defunct gold mine, the Gold King Mine, located upstream. The images were met with outrage: In the last year, there have been Congressional hearings and an ongoing criminal investigation into causes of the spill.

Just this week, the Navajo Nation filed its own lawsuit against the Environmental Protection Agency. The Gold King Mine, one of 48 mining sites in the Bonita Peak Mining District, has been closed for almost a century. Years of mismanagement and neglect, however, caused floodwaters and extreme pressure to build at the mine’s sealed entryway, the suit alleges. When the mine burst, it sent more than three million gallons of acidic, chemical-laden sludge downstream into the San Juan River.

Of all the 27,000 miles that comprise the Navajo Nation’s reservation, the San Juan River watershed, which flows from Colorado through New Mexico, may very well be the most agriculturally and spiritually rich in the reservation.

The Nation and the Navajo people have yet to have their waterways cleaned, their losses compensated, their health protected, or their way of life restored,” reads the suit, which was filed on Tuesday by the Navajo Nation in the U.S. District Court for the district of New Mexico. The EPA’s egregious neglect of the mine and its failure to properly compensate the Nation for damages, mirrors the government’s longstanding indifference toward the tribe, according to the lawsuit.

Two contractors, four mining companies including Gold King Mines Corporation, and 10 other unnamed defendants are also named in the suit. The lawsuit alleges that, despite knowing of the potential for an entryway to burst, officials were unprepared for any major accidents when excavation began last August to assess the mine seal. The EPA should have known of the environmental risks, the suit alleges, as the agency has twice already considered listing the Upper Animas Watershed as a Superfund site — once in the 1990s and again in 2008. After the mine initially exploded, it took nearly two days for the EPA to alert the Nation that millions of gallons of toxic water was making its way down the watershed.

At a minimum, the Nation has sustained about $2 million in costs, according to the lawsuit. That figure includes the effects of the spill on farmers, the prices of safety-related water sampling, the delivery of clean water across the Nation, and the establishment of an Emergency Operations Center dedicated to spill response. So far, the EPA has paid the Navajo Nation $602,000 in damages, according to the lawsuit. The EPA has so far declined to comment, saying it cannot do so on active litigation, though the federal agency notes that it has provided more than $29 million in the last year to nearby states and tribal areas to mitigate damages.

The EPA claims the San Juan River is currently safe for agriculture, fishing, and irrigation, owing to a water treatment plant installed last November to treat continuing acid mine drainage. Anyone living, playing, or working near the river should avoid any discoloured sediment or soil, which still has high concentrations of mining metals, however, according to the EPA. Children under the age of six have been warned about ingesting any river water.

As many as 90% of the minerals released into the waterway could still remain in the San Juan riverbed, according to the suit. Contaminants including cadmium, lead, arsenic, beryllium, zinc, iron, and copper have all been found in its waters and in sediment on the river floor. The San Juan River also supports more than 14,000 Navajo Nation sheep and cattle ranches, a fact that has sparked fears among farmers that they have been inadvertently irrigating their produce and nurturing their pastures with poisoned water over the last year.

The San Juan watershed is also one of the most hallowed regions of the Navajo Nation. Its waters support several strains of heirloom seeds, including variations of white and yellow corn, which are sourced by the entire reservation for ceremony and daily prayer. In other sacred ceremonies, mineral-rich soil from the river bank is used to paint ceremonial markings on the body. Navajo tradition calls for four prayer offerings daily, of which corn is a mainstay: white corn at dawn, corn pollen in the afternoon, ground corn at sundown, and wild tobacco at night.

“Without corn pollen and corn itself, the Navajo people are cut off from the holy people, the Navajo universe, and the Navajo language,” the suit states.

The Gold King Mine, which continues to discharge acid mine drainage at a rate of about 600 gallons per minute, is far from being the only environmental liability in the state—there are at least 20,000 abandoned mines in Colorado alone, a fraction of which of been reclaimed.
