How to Contact the 17 Banks Funding the Dakota Access Pipeline*

The Dakota Access pipeline is funded directly by 17 banks, many of which—Citibank, Wells Fargo—are ones you’ve probably heard of or do business with.

Researchers with the non-profit Food and Water Watch found that 38 banking institutions are involved in funding the proposed Bakken pipeline, which would stretch from Canada to the Gulf of Mexico. A section of this project is the Dakota Access pipeline, where the Standing Rock Sioux and thousands of allies have physically put themselves in the path of the pipeline to protect their reservation and a stretch of the Missouri River.

Bill McKibben, founder of 350.org, recently wrote an article for YES! suggesting that banks are more susceptible to public pressure than the oil and gas giants, which depend on bank loans and lines of credit to build their pipelines.

“It’s probably sustained public pressure that will do the most good,” he wrote.

Wondering what to say to a bank executive?

Food and Water Watch researcher Hugh MacMillan:

“Ask these banks to clarify whether funds they are providing are being used, in any amount, to pay for the heavily militarized response to the Standing Rock Sioux, including the attack dogs, sound-cannon trucks, heavily armed officers, and even a crop duster spraying undetermined chemicals over the camp.

“People should also ask these institutions why they are sinking so much money into maximizing the amounts of oil and gas that can be brought to the surface and burned at a time when climate science is clear we have to maximize what we keep in the ground instead,” said MacMillan.

The organization’s deputy communications director, Seth Gladstone, suggests saying: “As a customer of your financial institution, I reject the notion of my money helping to support your investment in the Dakota Access pipeline, an inherently dangerous and unjust oil pipeline that threatens air and water quality in many states, and violates sacred lands of the Standing Rock Sioux tribe. I urge you to give up your financial stake in the Dakota Access pipeline immediately.”

#Arabs4BlackPower is “committed to Black liberation and grounded in the necessity of shared struggle among oppressed & Indigenous peoples globally.”

Arabs for Black Power—a circle of organizers from the United States and Arabic-speaking regions—has released a statement in solidarity with the Movement for Black Lives.

The Movement for Black Lives, or M4BL, is raising global consciousness about state-sanctioned and state-perpetuated violence against people of colour in the United States, as well as actively working to dismantle the institutional and systemic oppression that makes these extrajudicial killings just another day in North America.

M4BL also stands in solidarity with indigenous and Latinx communities, as well as oppressed and marginalized people around the world.

We, the undersigned artists, academics, mothers, fathers, students, refugees, and community organizers with ties to Arabic­-speaking regions, declare our unwavering solidarity with the Movement for Black Lives (M4BL). We fully and wholeheartedly endorse the policy demands put forth by the U.S­.-based Movement for Black Lives platform and its transnationalist vision for Black power, freedom and justice. We join you in reiterating the necessity of shared struggle and collective liberation of all oppressed and indigenous people globally. For liberation to be real and genuine, we all need to get free.

The current iteration of the movement to end the war and genocide against Black people in the U.S. is rooted in centuries of the Black freedom struggle. As we commemorate the month of Black August and its history of radical resistance, we as #Arabs4BlackPower commit to amplifying the rebellions of Black and indigenous people in the settler­-colonies of the Americas; and to joining in the fight against white supremacy, patriarchy, and hyper­-militarized late capitalism.

Once again, Black people in the U.S. are defending themselves from the violence inscribed in the Americas’ settler colonialist regimes built on the backs of Indigenous, Black, and Brown people through the expropriation of indigenous lands, genocide, and slavery. Once again, Black freedom fighters are refusing colonial and imperial narratives that uphold white supremacy and are continuing to craft a language rooted in the struggle for justice. Once again, Black liberation movements are challenging systems of criminalization that dehumanize, incarcerate, and assassinate Indigenous, Black, and Brown people—systems that simultaneously transcend and reinforce national boundaries through border-control complexes to terrorize people around the world under the umbrella of the global “war on terror.” And once again, Black organizers in the U.S. have put forth a vision to continue imagining and transforming these systems within and across borders.

The U.S. empire violently exerts control over Indigenous, Black, and Brown communities internally and around the globe. People in predominantly Arabic­-speaking regions experience empire in locally specific material forms: bombings, drone strikes, forced disappearances, checkpoints, carceral wars, forced migration, indigenous displacement, starvation, the theft of natural resources, apartheid, and more. The geography of ‘Ferguson to Palestine’ is integral to #Arabs4BlackPower charting the structural connections, albeit different manifestations, inscribed by the U.S.-­led “war on terror.” It connects anti­-Blackness as well as anti­-Muslim and anti­Arab racism in the U.S. with global imperial wars in the rest of the world.”

The “war on terror” rests on regional geopolitical alliances forged for the sole purpose of maintaining and furthering imperial and Zionist hegemony. It is situated within a genealogy of colonial legacies that have structured power in Arabic­ speaking regions along the lines of gender, religion, ethnicity, skin colour, language, and sexual orientation, to name a few. With these genealogies in mind, those of us struggling to rid all communities of the Maghreb and the Mashreq* from militarization and neo-liberalism must centre the lived experiences and aspirations of women, Black Arabs, Nubians, Imazighen, Kurds, Armenians, migrant workers, refugees, gender­-nonconforming individuals, queers, and others. We pledge to work against marginalization within our communities in all its forms and to continue examining the language we use as we continue dismantling colonial legacies. We must refuse and erase national boundaries created to divide us­­—building with the oppressed from Palestine to Western Sahara, from Yemen to Syria, from Algeria to Sudan, from Tunisia to Egypt and beyond, as we come together in solidarity with the Movement for Black Lives.

In pledging to resist and overcome, we as #Arabs4BlackPower unequivocally support the M4BL platform for reparations, invest­-divest, economic justice, community control and political power. We recognize, as did many before us, that only through joint struggle will we dismantle the distinct yet intersecting systems that both oppress Black and Indigenous people in the settler colonies of the Americas and institutionalize a war of terror from within U.S. boundaries to the Mashreq, Maghreb, and beyond. To this end, we commit ourselves to combating anti­-Blackness wherever we find it in our communities—both within the boundaries of the US as immigrant­-settlers complicit in white supremacy, as well as in Arabic­ speaking regions where socio­-historically distinct forms of discrimination against Black Arabs intersect with other forms of marginalization along the lines of gender, religion, ethnicity, skin colour, language, and sexual orientation to name a few.

From Ferguson to Palestine: we will work for liberation. To everyone building towards the Movement for Black Lives:

We see you. We hear you. We stand with you.

Farmers in India’s poorest region are recording record rice yields by growing organically, debunking once and for all the myth that GMOs are necessary to feed the world’s growing population.

In a world with an ever-increasing human population, increased food production is of obvious concern.

With the world population projected to reach 9.6 billion by 2050, many people, especially those with connections to biotechnology and agrochemical companies, say that genetically modified food (GMO) is necessary in order to satisfy increased global demand for food.

However, do we really need GMOs to feed the world?

The unbiased scientific evidence strongly suggests that the answer is no. Genetically modified foods do not increase yields and often damage nearby crops that aren’t genetically engineered to resist herbicides, causing them to actually reduce regional yields.

Even the U.S. Department of Agriculture (USDA), which is often dominated by agrochemical interests, released a report that showed there was no increase in yield potentials for GM crops over the past 15 years.  In addition, the majority of GMOs grown aren’t even used to feed hungry people.

In the U.S., the world’s largest producer of GM crops, 40% of all GM corn is used for ethanol fuel production and the majority of GM soy is used as animal feed.

Though one could argue that GM animal feed means increased meat production and cheaper meat, meat production is currently extremely unsustainable and damages the environment. Also, GM-fed animals produce meat that is unhealthy and of low quality.

The latest evidence highlighting the ineffectiveness of GMOs comes from one of India’s poorest regions.

In Bihar, India, farmers are breaking world records for rice production without agrochemicals or GMOs.

In 2013, Sumant Kumar and his family produced an astounding 22.4 tons of rice on only one hectare of land, much more than anything achieved by GM seed companies and their expensive herbicides.

Since rice is the staple food for more than half the world’s population, this amazing feat is big news. Kumar wasn’t the only farmer to have amazing yields either. Many of other families in his community, as well as those in rival communities, recorded over 17-ton yields per hectare.

These spectacular yields are all thanks to the adoption of a new organic method of growing rice known as the System of Rice Intensification (SRI).

SRI involves transplanting young rice plants spaced widely in a square pattern and using continuously moist soil as opposed to the common practice of rice field flooding. Organic fertilizers and rotary weeding were also used.

This technique also allows farmers to adapt to the climate, as erratic weather is becoming a regular occurrence. It also prevents farmers from becoming dependent on expensive agrochemical products.

This new organic rice-growing method could not have come at a better time for India. Since GMOs were introduced in the country in 2002, poor Indian farmers have become trapped in vicious debt cycles by adopting GM seeds and herbicides.

Originally marketed as a method to make farmers wealthier and produce more, they have instead become so indebted to foreign GM seed and agrochemical companies that many farmers have been taking their own lives.

In 2009, the number of GM-debt related suicides was so high, that an Indian farmer was estimated to commit suicide every 30 minutes.

Thanks to the advancements made by these organic farmers in Bihar, India, we can expect this horrible trend to turn itself around, allowing farmers in India and around the world to reclaim their livelihoods and become more auto-sufficient while also farming sustainably.

The Israeli spy agency has called Sheikh Assim Qassim, the Mufti of Fatah al-Sham (Nusra) Front in Jabat al-Khashab region and Taranja in the Northern parts of Quneitra, to order him a reshuffling of commanders in the region, Arab media sources said Wednesday.

The Arabic-language Axis News website quoted sources as saying that the Israeli intelligence officials have appointed Ali Mare’i Suleiman and his brother Faisal Mare’i Suleiman as commanders of the Eastern front of Jabat al-Khashab, including Qob al-Hamriya front, Hazar town and regions near the district that the Syrian army’s Division 4 is deployed. Also, Taj Leili and Adnan Leili have been assigned as commanders of Taranja,

Tal al-Ahmar and al-Saraya regions, and Ma’as Nasar has been reinstated as commander of the Western parts of Jabata al-Khashab which is adjacent to the Golan Heights.

The sources told the Arab media outlet that after Sheikh Qassim (who was once a judge of the terrorists’ Al-Sharia courts in Quneitra) informed the new commanders of Israel’s orders, the militants who have recently left the Dara’a fronts and joined Fatah al-Sham’s forces in Quneitra started angry protests, believing that they should also share a major role in the command structure.

The sources said chaotic situation in the region that has resulted from relevant disputes is about to break into an infighting among the ranks of the militants any moment.

The sources added that the Israeli spy agency decided to reshuffle the terrorist commanders in Quneitra following the failure of the Israel-led terrorist operations in Qab al-Ahmariya region dubbed as ‘Talaqi’ (aimed at linking Beit Jen in the Southwestern parts of Damascus to Quneitra and Israel) after the Syrian army and popular forces received intel about the plan and defused it.

Earlier today, a senior commander of the Golan Regiment in the Syrian army disclosed that Israel has activated an operations room in the South-western province of Quneitra near its border with Syria to aid the Fatah al-Sham (Nusra) Front terrorists.

“The recent terrorist attacks in Quneitra, codenamed by the terrorists as ‘the Southern Qadesiya Operations’, clearly showed the Zionist regime’s support for the terrorist groups in Southern Syria,” Arwa Satter told FNA on Wednesday.

He referred to Israel’s activation of an operations room in Syria’s Jabat al-Khashab region of Quneitra, and said in their recent offensive, 600 terrorists, who had been called from Dara’a, took order from the Zionists’ operations room and sought to take control of al-Rabe’a or Sha’ban bases in Northern Quneitra but they failed given the army and the resistance forces’ timely reaction.

“The army and its allies are ready to repel the terrorists’ heavy offensives in this region as well as any new Zionist or Zionist-led aggression,” Satter said.

Meantime, Israeli media disclosed that Tel Aviv has deployed a number of drones in the Golan Heights to detect the Syrian Army’s movements in the region.

Israeli media said these reconnaissance drones will play a crucial role in monitoring military developments in Southern Syria, particularly in the Golan Heights.

Last week, the Russian media reported that the country’s warships stationed in Syria’s coastal waters targeted and destroyed an Israeli operations room, killing over two dozen intelligence officers from Israel, U.S., Britain, Saudi Arabia, Qatar and Turkey.

“The Russian warships fired three Calibre missiles at the foreign officers’ coordination operations room in Deirr Ez-zor region in the Western part of Aleppo near Sam’an mountain, killing 30 Israeli and western officers,” the Arabic-language service of Russia’s Sputnik news agency quoted battlefield source in Aleppo as saying on Wednesday.

The operations room was located in the Western part of Aleppo province in the middle of sky-high Sam’an mountain and old caves. The region is deep into a chain of mountains.

Several U.S., Turkish, Saudi, Qatari and British officers were also killed along with the Israeli officers. The foreign officers who were killed in the Aleppo operations room were directing the terrorists’ attacks in Aleppo and Idlib.

Reports from France indicate that the French government have been caught planning an ISIS false flag terror attack on its own citizens. ISIS flags, video equipment, Arabic newspapers and a generator were discovered by gardeners in a cave outside the town of Saumur – causing panic among local and national police and anti-terrorist units – only for a senior military figure to announce that the contents of the cave were part of a mysterious “exercise.”

French website Union Populaire Republicaine (UPR) reports that as one of the gardeners approached the cave, he “saw three men get into a white van and leave quickly. Approaching the cave, his surprise was great since he discovered video equipment, a generator, Arabic newspapers and ISIS flags.

Thinking he had discovered a hideout used by terrorists preparing attacks, the employee immediately informed the police, who in turn alerted the state services and anti-terrorist forces.

The national police, municipal police and gendarmerie were quickly on site, followed by the sub-prefect of Saumur, the prosecutor, forensic identification, and the Departmental Directorate of Public Security. Local residents were obviously worried about this deployment of forces, and the local press, mainly the Courrier de L’Ouest, was quickly on the scene.

After two hours of investigation, the sub-prefect of Saumur announced that this was a false alarm: he had been told by a spokesman from the Joint Centre Nuclear, Radiological, Biological and Chemical that the existence of the generator and ISIS paraphernalia in the cave was part of a ‘training exercise‘.”

That at least is the “official version” that was served to the media. Curiously, the press was satisfied with this explanation.

It is also curious that the vast majority of the media ignored a story that caused alarm for thousands of local residents and involved all of the nation’s emergency services. The story was reported by Courrier de L’Ouest, the local newspaper previously mentioned, and another local outlet Saumur Kiosque. However only two national publications reported the story. Le Figaro thought it warranted a “brief” and BHM-TV published an article suggesting the military should have forewarned the police about the operation.

Google news search results. Only three articles from national media appear in the Google news search about this case. The almost complete silence from major French media on this case, which raised strong emotions in Saumur, is extremely strange.

The incredible fact that almost all major French media outlets chose not to relay information and refrained from sending investigative journalists to cover the story makes this whole affair even stranger.

Online commentators in France have suggested the government might be choosing to cover up the discovery of a real terror plot in order not to panic the population. However that is not President Hollande’s style – quite the opposite, in fact.

Need we recall the French President announcing, on July 19 at the National Assembly:

Although these words are hard to pronounce, it is my duty to do so: there will be more attacks and there will be other innocents killed. We must not get used – never – but learn to live with this threat.”

Union Populaire Republicaine, the only outlet asking the right questions about this incident, isn’t buying the idea that the government is covering up an exposed terrorist threat to calm the jangled nerves of the French population:

“The fact is that the government would probably have been delighted to discover a ‘stash of Daesh.’ It could have served to show the validity of the nation’s State of Emergency on one hand, and shown that the government and the security services fight effectively against terrorism, on the other.“

But why would the Joint Centre for Defence Nuclear, Radiological, Biological and Chemical (NRBC CIA) need to possess ISIS flags and propaganda? Is this a necessary element in the conduct of a technical exercise involving nuclear or chemical substances?

In fact, UPR are demanding a “parliamentary inquiry to clarify the serious shortcomings revealed by the case of Saumur.

Whether vis-à-vis political parties or the government, a significant number of our countrymen believe that he was not told the whole truth about their attacks occurred in Paris, November 13, 2015 and Nice, July 14, 2016.

In this heavy context, the least we can say is that this strange case of Saumur falls particularly badly.

Anonymous has not taken too kindly to Facebook’s recent censoring of Palestinian journalists and activists, trying to get the word out about the brutal Israeli occupation and the police state apparatus that enforces it.

Now, Anonymous Red Cult has made a startling threat against the social media giant, saying that “for every Palestinian account you censor, we will hack an Israeli government website,” according to our sources within the group.

The same goes for all anti-Israeli posts. This suspicious collaboration has raised concerns that Facebook has become complicit in silencing portions of its userbase. Facebook has reportedly complied with 95 percent of the Israeli government’s requests to take down content, this behavior is deemed to inspire more cyber attacks.

So the question is: Is FaceBook turning to IsraeliBook?!

In response to Facebooks censorship, Anonymous Red Cult and MajHoul are launching a continued all out cyber war on the Israeli government and their websites.

Following Facebook’s censorship controversy over a world famous photograph of the Vietnam War, Facebook agreed to “work together” with Israel’s government in order to censor any content the Israeli government deems improper.

The social media giant officially announced the “cooperative” arrangement after a meeting took place between Israeli government ministers and top Facebook officials on September 11th.

Facebook’s formal acknowledgement of its relationship with the Israeli government is only the latest step in an alliance that has been in the works for months.

Earlier this year, Facebook’s Israel office hired Jordana Cutler as head of policy and communications. The Renegade Tribune notes the following:

Cutler is a longtime adviser to Netanyahu and, before her recent hire at Facebook, was Chief of Staff at the Israeli embassy in Washington, DC. Facebook may have been intimidated into the arrangement by Gilad Erdan, Israeli Minister of Public Security, Strategic Affairs, and Information, who threatened to enact legislation, in Israel and abroad, that would place responsibility on Facebook for attacks “incited” by its social media content. Erdan has previously said that Facebook “has a responsibility to monitor is platform and remove content.”

In addition, as the Intercept reported in June, Israel actively reviews the content of Palestinian Facebook posts and has even arrested some Palestinians for posts on the social media site. They then forward the requests for censorship to Facebook, who accepts the requests 95% of the time.

In what is an obvious and troubling disparity, Facebook posts inciting violence against Palestinians are surprisingly common and Facebook rarely censors these posts. According to Pulitzer Prize-winning journalist, Glenn Greenwald, this disparity underscores “the severe dangers of having our public discourse overtaken, regulated, and controlled by a tiny number of unaccountable tech giants.”

With Facebook arguably functioning as the most dominant force in journalism, its control over the flow of information is significant.

From high above, Agadez almost blends into the cocoa-coloured wasteland that surrounds it. Only when you descend farther can you make out a city that curves around an airfield before fading into the desert. Once a nexus for camel caravans hauling tea and salt across the Sahara, Agadez is now a West African paradise for people smugglers and a way station for refugees and migrants intent on reaching Europe’s shores by any means necessary.

 

Africans fleeing unrest and poverty are not, however, the only foreigners making their way to this town in the centre of Niger. U.S. military documents reveal new information about an American drone base under construction on the outskirts of the city. The long-planned project — considered the most important U.S. military construction effort in Africa, according to formerly secret files obtained by The Intercept through the Freedom of Information Act — is slated to cost $100 million, and is just one of a number of recent American military initiatives in the impoverished [but abundantly rich]nation.

The base is the latest sign, experts say, of an ever-increasing emphasis on counter-terror operations in the north and west of the continent. As the only country in the region willing to allow a U.S. base for MQ-9 Reapers — a newer, larger, and potentially more lethal model than the venerable Predator drone — Niger has positioned itself to be the key regional hub for U.S. military operations, with Agadez serving as the premier outpost for launching intelligence, surveillance, and reconnaissance missions against a plethora of terror groups.

For years, the U.S. operated from an air base in Niamey, Niger’s capital, but in early 2014, Capt. Rick Cook, then chief of U.S. Africa Command’s Engineer Division, mentioned the potential for a new “semi-permanent … base-like facility” in Niger. That September, the Washington Post’s Craig Whitlock exposed plans to base drones at Agadez. Within days, the U.S. Embassy in Niamey announced that AFRICOM was, indeed, “assessing the possibility of establishing a temporary, expeditionary contingency support location” there. The outpost, according to the communiqué, “presents an attractive option from which to base ISR (Intelligence, Surveillance, and Reconnaissance) assets given its proximity to the threats in the region and the complexity of operating with the vast distance of African geography.”

Air Force documents submitted to Congress in 2015 note that the U.S. “negotiated an agreement with the government of Niger to allow for the construction of a new runway and all associated pavements, facilities, and infrastructure adjacent to the Niger Armed Force’s Base Aerienne 201 (Airbase 201) south of the city of Agadez.” When the National Defense Authorization Act for fiscal year 2016 was introduced last April, embedded in it was a $50 million request for the construction of an “airfield and base camp at Agadez, Niger … to support operations in western Africa.” When President Obama signed the defence bill, that sum was authorized.

Reporting by The Intercept found the true cost to be double that sum. In addition to the $50 million to “construct Air Base 201,” another $38 million in operation and maintenance (O&M) funds was slated to be spent “to support troop labour and ancillary equipment,” according to a second set of undated, heavily redacted, formerly secret documents obtained from U.S. Africa Command by The Intercept. But the $38 million O&M price tag — for expenses like fuel and troops’ per diem — has already jumped to $50 million, according to new figures provided by the Pentagon, while sustainment costs are now projected at $12.8 million per year.

The files obtained by The Intercept attest to the importance of Agadez for future missions by drones, also known as remotely piloted aircraft or RPAs. “The top MILCON [military construction] project for USAFRICOM is located in Agadez, Niger to construct a C-17 and MQ-9 capable airfield,” reads a 2015 planning document. “RPA presence in NW Africa supports operations against seven [Department of State]-designated foreign terrorist organizations. Moving operations to Agadez aligns persistent ISR to current and emerging threats over Niger and Chad, supports French regionalization and extends range to cover Libya and Nigeria.”

The Pentagon is tight-lipped about the outpost, however.

“Due to operational security considerations, we don’t release details on numbers of personnel or specific missions or locations, including information regarding the Nigerien military air base located in Agadez,” Pentagon spokesperson Lt. Col. Michelle L. Baldanza told The Intercept in an email, stressing that drones are not yet flying from the outpost. However, the declassified documents say construction will be completed next year.

The documents offer further details, including plans for a 1,830-metre paved asphalt runway capable of supporting C-17 cargo aircraft and “miscellaneous light and medium load aircraft”; a 17,458-square-meter parking apron and taxiway for “light load ISR aircraft”; and the installation of “three 140’ x 140’ relocatable fabric tension aircraft hangars”; as well as all the standard infrastructure for troops, including “force protection” measures like barriers, fences, and an “Entry Control Point.”

While AFRICOM failed to respond to requests for information about the projects, a May 2016 satellite photo of the site provides a status report.

“The image shows that the main runway … has been repaved,” said Dan Gettinger, the co-founder and co-director of the Center for the Study of the Drone at Bard College and author of a guide to identifying drone bases from satellite imagery. “Near the runway there’s a structure that appears to be a future hangar, though it’s still under construction. There’s also a new dirt road that runs a fair distance from the runway to a U.S. base that’s enclosed with a perimeter wall and there are a number of shelters there for personnel as well as a command center. All the things that you’d expect on a base.”

According to the documents, Niger was the “only country in NW Africa willing to allow basing of MQ-9s,” the larger, newer cousins of the Predator drone. The documents went on to note: “President expressed willingness to support armed RPAs.”

The U.S. military activity in Niger is not isolated. “There’s a trend toward greater engagement and a more permanent presence in West Africa — the Maghreb and the Sahel,” noted Adam Moore of the department of geography at the University of California in Los Angeles and the co-author of an academic study of the U.S. military’s presence in Africa.

Since 9/11, in fact, the United States has poured vast amounts of military aid into the region. In 2002, for example, the State Department launched a counterterrorism program — known as the Pan-Sahel Initiative, which later became the Trans-Sahara Counterterrorism Partnership (TSCTP) — to assist the militaries of Chad, Mali, Mauritania, and Niger. Between 2009 and 2013 alone, the U.S. allocated $288 million in TSCTP funding, according to a 2014 report by the Government Accountability Office. Niger was one of the top three recipients, netting more than $30 million.

U.S. special operations forces regularly train with Niger’s army and the U.S. has transferred millions of dollars’ worth of planes, trucks, and other gear to that impoverished nation. In a 2015 report to the Senate Foreign Relations Committee’s Subcommittee on Africa and Global Health, Lauren Ploch Blanchard of the Congressional Research Service noted that since 2006 Niger had received more than $82 million in assistance through the Department of Defense’s Global Train and Equip programme.

“In close coordination with partner militaries in West Africa, including Niger, USAFRICOM supports a range of security and capacity building efforts in the greater Sahelian region,” Baldanza told The Intercept.

“These efforts support U.S. diplomatic and national security objectives and are designed to strengthen relationships with African partners, promote stability and security, and enable our African partners to address their security threats.”

Stability and security have, however, proved elusive. In 2010, for example, a military junta overthrew Niger’s president as he attempted to extend his rule. In fact, all the original members of the Pan-Sahel Initiative have fallen victim to military uprisings. Chad saw attempted coups in 2006 and 2013, members of Mauritania’s military overthrew the government in 2005 and again in 2008, and a U.S.-trained military officer toppled the democratically elected president of Mali in 2012.

The region, relatively free of transnational terror threats in 2001, is now beset by regular attacks from Boko Haram, a once-tiny, nonviolent, Islamist sect from Nigeria that has since pledged allegiance to the Islamic State and threatens the stability of not only its homeland but also Cameroon, Chad, and Niger. And Boko Haram is just one of 17 militant groups now menacing the region, according to the Defense Department’s Africa Center for Strategic Studies.
