NATO Auditor Who Discovered U.S. Funds ISIS Found Murdered*

A NATO auditor who had uncovered evidence that ISIS was being funded by Western government, was found murdered in Belgium. 

Yves Chandelon, the Chief Auditor for NATO, was found dead in the city of Andenne in the Belgian Ardennes. He was found with a gun in his right hand, in an apparent suicide attempt.

However, family members are urging authorities to investigate for murder, saying that Yves had been complaining of threatening phone calls in the week leading up to his death, and point out that he was left-handed and so would not have used his right hand to fire the weapon.

According to police reports, the gun used to kill Yves was unregistered, despite the fact that he had three registered guns in his name.

Pravdareport.com reports:

The body was detected 140km away off his work and 100km away off the city of Lens, where he lived.

Three units of weapons were registered in the name of the 60-y.o. killed official. However, an unregistered one was found near the body.

Chandelon was dealing in particular with issues on countering terrorism funding.

According to the media, he was talking recently about strange phone calls he received. The investigation is being continued.

As Pravda.Ru reported, NATO’s budgets have been growing lately. The latest increase was by 26bln dollars up to 918bln dollars. And the US media wonders what for NATO needs this for.

Russian authorities have confirmed that the assassin of Turkish ambassador Andrey Karlov has ties to an American CIA base in Iraq.

After President Putin ordered an 18-person investigation into the assassination of Ambassador Karlov last week, investigators say they found strong evidence that proves Mevlut Mert Altintas was connected to a CIA base in Erbil Governorate in Iraq, and had been connected to the attempted coup against Turkish President Recep Tayyip Erodgan in July.

On 15 July, SVR intelligence experts in this report detail, this assassin was stationed on duty with his police regiment in Diyarbakırs, located in Diyarbakır Province, when the American-led coup against President Erdoğan—but who instead of reporting to duty as all Turkish police forces were ordered to do, was unexplainably granted a 2-day leave by his commander Kahraman Sezer, who after the failed coup was arrested due to his ties to the FETO terror organization led the CIA-backed Islamic preacher Fethullah Gülen.

After being granted this extraordinary leave of absence while Turkey was in the midst of nationwide coup, this report continues, SVR electronic intelligence experts were able to track this assassin’s phone usage on 15 July along a 386 kilometre (240 miles) “path/corridor” showing him traveling from Diyarbakırs to the capital city of the Erbil Governorate, Erbil—after which his phone went “silent/dark” for 7 hours, was then reactivated in the early morning hours of 16 July, and showed him traveling back to his home city in Turkey where he reported back to duty.

Turkish MİT investigative files on this assassins travels to the “environs” of the CIA’s base in Erbil during the 15 July coup, this report continues, shows “grave/serious” discrepancies—with one assessment describing that his stated reason for traveling to Iraq Kurdistan to visit a sick cousin who was teaching at the Fethullah Gülen school in Erbil warranted his prosecution and that caused his suspension, on 4 October, from his police duties, but that were, without any explanation to be found in these files, reinstated and gave him full police powers on 16 November.

SVR investigators in this report further note that the Fethullah Gülen School in Erbil visited by this assassin on 15 July was ordered closed and sold by Iraq Kurdistan authorities after they were provided evidence by Turkish MİT security operatives proving this schools link to the failed CIA-led coup against Turkey’s legitimately elected government.

Likewise, this report continues, Turkey’s government and their MİT intelligence analysts have provided 85 boxes of evidence proving the CIA’s and Fethullah Gülen involvement in the 15 July coup—but that to this very hour the Obama regime still refuses to acknowledge or explain.

Though many questions relating to this assassins associations to both the CIA and Fethullah Gülen’s FETO terror organization remain to be discovered, this report concludes, emerging new evidence being investigated by the SVR and MİT are now showing a direct “link/path” to President Obama and this murder, along with the assassination a few hours later of Federation diplomat Petr Polshikov who was gunned down in his Moscow home—both occurring just 72 hours after Obama had threatened Russia over the nonsense claim it had interfered in the U.S. presidential election with Americas leader warning that his retaliation against the Federation “may be explicit and publicized; some of it may not be”—and that if these two assassinations are firmly linked to, will make President Putin’s threat that “the killers will feel it” become a grim reality to the CIA’s, and Obama’s great discomfort.

And though not mentioned in this SVR report, it’s worth noting that at the same time President Obama and the CIA are now being linked to the assassination of this Russian ambassador, at least President-elect Donald Trump is protecting himself with his own private protective mercenary forces from the elite security companies KS Global Group LLC, Black Tie Protection Services, ASIT Consulting and XMark LLC—and who to the liberal American lefts outrage, has announced that they will keep protecting him when he takes office as the next President of the United States.

A group of British Generals and military advisors have arrived in Syria to recruit and train the terrorist groups which have withdrawn from Aleppo, a Russian daily reported.

The Izvestia newspaper reported that U.K. Defence Minister Michael Fallon had earlier said that 20 British military instructors have already arrived in Syria to “restore the combat capability of units of the moderate opposition which has retreated from Aleppo“.

Earlier reports, in October, said that Britain had sent its military experts to Syria before Aleppo’s liberation by the Syrian army to train the fresh terrorists for combat, first medical aid and defuse bombs.

Based on reports in certain media and the social media pages, the mission of these advisors changed with a change in conditions and their first mission now is to assess the combat capabilities and military equipment of the terrorist groups which have left Aleppo and they are due to determine new strategies for the so-called “moderate” dissidents to unite them under a united military command. The British Generals and officers are now being safeguarded by the air force.

Since the West fears intensified infighting among the remaining terrorist groups after the liberation of Aleppo, it is attempting to unite them and turn them into an army which can efficiently fight, the Russian daily concluded.

The Syrian state television announced on Wednesday that the final phase of the evacuation of the terrorists from Aleppo city had resumed.

The implementation of the Aleppo agreement started last Thursday morning, but it was halted for two days due to the violation of the ceasefire agreement by the terrorists on Friday. On Sunday the implementation of Aleppo agreement resumed and again on Tuesday night it was suspended due to the terrorists’ lack of commitment to the contents of the agreement.

Militants had accepted to release thousands of civilian hostages in the two besieged towns of Fua’a and Kafraya in Northern Idlib province in return for the government’s permission to their besieged comrades in Eastern Aleppo to evacuate the city for Idlib. But the militants have blocked the exit of civilians from the two towns repeatedly.

Yet, after repeated violations by the terrorists, now the Syrian state TV reports that the final phase of the exit of the last group of about 2,500 terrorists started, meaning that Aleppo city will be fully evacuated from the militants in the coming hours.

Several buses which are stationed in Kafraya and Fua’a (in Idlib province) are slated to evacuate a group of other patients and injured people from the two towns in return as per the agreement.

The U.S. Interfered In Foreign Presidential Elections 81+ Times from 1946-2000*

That number doesn’t include military coups and regime change efforts following the election of candidates the U.S. didn’t like, notably those in Iran, Guatemala and Chile.

The CIA has accused Russia of interfering in the 2016 presidential election by hacking into Democratic and Republican computer networks and selectively releasing emails. But critics might point out the U.S. has done similar things.

The U.S. has a long history of attempting to influence presidential elections in other countries – it’s done so as many as 81 times between 1946 and 2000, according to a database amassed by political scientist Dov Levin of Carnegie Mellon University.

That number doesn’t include military coups and regime change efforts following the election of candidates the U.S. didn’t like, notably those in Iran, Guatemala and Chile. Nor does it include general assistance with the electoral process, such as election monitoring.

Levin defines intervention as “a costly act which is designed to determine the election results [in favor of] one of the two sides.” These acts, carried out in secret two-thirds of the time, include funding the election campaigns of specific parties, disseminating misinformation or propaganda, training locals of only one side in various campaigning or get-out-the-vote techniques, helping one side design their campaign materials, making public pronouncements or threats in favor of or against a candidate, and providing or withdrawing foreign aid.

The U.S. hasn’t been the only one trying to interfere in other countries’ elections, according to Levin’s data. Russia attempted to sway 36 foreign elections from the end of World War II to the turn of the century – meaning that, in total, at least one of the two great powers of the 20th century intervened in about 1 of every 9 competitive, national-level executive elections in that time period.

In the 1990 Nicaragua elections, the CIA leaked damaging information on alleged corruption by the Marxist Sandinistas to German newspapers, according to Levin. The opposition used those reports against the Sandinista candidate, Daniel Ortega. He lost to opposition candidate Violeta Chamorro.

In Haiti after the 1986 overthrow of dictator and U.S. ally Jean-Claude “Baby Doc” Duvalier, the CIA sought to support particular candidates and undermine Jean-Bertrande Aristide, a Roman Catholic priest and proponent of liberation theology. The New York Times reported in the 1990s that the CIA had on its payroll members of the military junta that would ultimately unseat Aristide after he was democratically elected in a landslide over Marc Bazin, a former World Bank official and finance minister favoured by the U.S.

The U.S. also attempted to sway Russian elections. In 1996, with the presidency of Boris Yeltsin and the Russian economy flailing, President Clinton endorsed a $10.2-billion loan from the International Monetary Fund linked to privatization, trade liberalization and other measures that would move Russia toward a capitalist economy. Yeltsin used the loan to bolster his popular support, telling voters that only he had the reformist credentials to secure such loans, according to media reports at the time. He used the money, in part, for social spending before the election, including payment of back wages and pensions.

Obama Quietly Signs the “Countering Disinformation and Propaganda Act” into Law*

Late on Friday, with the U.S. population embracing the upcoming holidays and oblivious of most news emerging from the administration, Obama quietly signed into law the 2017 National Defense Authorization Act (NDAA) which authorizes $611 billion for the military in 2017.

In a statement, Obama said that:

Today, I have signed into law S. 2943, the “National Defense Authorization Act for Fiscal Year 2017.” This Act authorizes fiscal year 2017 appropriations principally for the Department of Defense and for Department of Energy national security programs, provides vital benefits for military personnel and their families, and includes authorities to facilitate ongoing operations around the globe. It continues many critical authorizations necessary to ensure that we are able to sustain our momentum in countering the threat posed by the Islamic State of Iraq and the Levant and to reassure our European allies, as well as many new authorizations that, among other things, provide the Departments of Defense and Energy more flexibility in countering cyber-attacks and our adversaries’ use of unmanned aerial vehicles.”

Much of the balance of Obama’s statement blamed the GOP for Guantanamo’s continued operation and warned that “unless the Congress changes course, it will be judged harshly by history,” Obama said. Obama also said Congress failed to use the bill to reduce wasteful overhead (like perhaps massive F-35 cost overruns?) or modernize military health care, which he said would exacerbate budget pressures facing the military in the years ahead.

But while the passage of the NDAA – and the funding of the U.S. military – was hardly a surprise, the biggest news is what was buried deep inside the provisions of the Defense Authortization Act.

Recall that as we reported in early June, “a bill to implement the U.S.’ very own de facto Ministry of Truth had been quietly introduced in Congress. As with any legislation attempting to dodge the public spotlight the Countering Foreign Propaganda and Disinformation Act of 2016 marks a further curtailment of press freedom and another avenue to stultify avenues of accurate information. Introduced by Congressmen Adam Kinzinger and Ted Lieu, H.R. 5181 seeks a “whole-government approach without the bureaucratic restrictions” to counter “foreign disinformation and manipulation,” which they believe threaten the world’s “security and stability.”

Also called the Countering Information Warfare Act of 2016 (S. 2692), when introduced in March by Sen. Rob Portman, the legislation represents a dramatic return to Cold War-era government propaganda battles.

“These countries spend vast sums of money on advanced broadcast and digital media capabilities, targeted campaigns, funding of foreign political movements, and other efforts to influence key audiences and populations,” Portman explained, adding that while the U.S. spends a relatively small amount on its Voice of America, the Kremlin provides enormous funding for its news organization, RT.

“Surprisingly,” Portman continued,

“there is currently no single U.S. governmental agency or department charged with the national level development, integration and synchronization of whole-of-government strategies to counter foreign propaganda and disinformation.”

Long before the “fake news” meme became a daily topic of extensive conversation on much mainstream fake news portals as CNN and WaPo, H.R. 5181 would task the Secretary of State with coordinating the Secretary of Defense, the Director of National Intelligence, and the Broadcasting Board of Governors to “establish a Center for Information Analysis and Response,” which will pinpoint sources of disinformation, analyze data, and — in true dystopic manner — ‘develop and disseminate’ “fact-based narratives” to counter effrontery propaganda.

In short, long before “fake news” became a major media topic, the U.S. government was already planning its legally-backed crackdown on anything it would eventually label “fake news.”

Fast forward to December 8, when the “Countering Disinformation and Propaganda Act” passed in the Senate, quietly inserted inside the 2017 National Defense Authorization Act (NDAA) Conference Report.

And now, following Friday’s Obama signing of the NDAA on Friday evening, the Countering Disinformation and Propaganda Act is now law.

Here is the full statement issued by the generously funded Senator Rob Portman (R- Ohio) on the signing into law of a bill that further chips away at press liberties in the U.S., and which sets the stage for future which hunts and website shutdowns, purely as a result of an accusation that any one media outlet or site is considered as a source of “disinformation and propaganda” and is shut down by the government.

U.S. Senators Rob Portman (R-OH) and Chris Murphy (D-CT) today announced that their Countering Disinformation and Propaganda Act – legislation designed to help American allies counter foreign government propaganda from Russia, China, and other nations has been signed into law as part of the FY 2017 National Defense Authorization Act (NDAA) Conference Report. The bipartisan bill, which was introduced by Senators Portman and Murphy in March, will improve the ability of the United States to counter foreign propaganda and disinformation from our enemies by establishing an interagency centre housed at the State Department to coordinate and synchronize counter-propaganda efforts throughout the U.S. government. To support these efforts, the bill also creates a grant program for NGOs, think tanks, civil society and other experts outside government who are engaged in counter-propaganda related work. This will better leverage existing expertise and empower our allies overseas to defend themselves from foreign manipulation. It will also help foster a free and vibrant press and civil society overseas, which is critical to ensuring our allies have access to truthful information and inoculating people against foreign propaganda campaigns.

“Our enemies are using foreign propaganda and disinformation against us and our allies, and so far the U.S. government has been asleep at the wheel,” Portman said.

“But today, the United States has taken a critical step towards confronting the extensive, and destabilizing, foreign propaganda and disinformation operations being waged against us by our enemies overseas. With this bill now law, we are finally signaling that enough is enough; the United States will no longer sit on the sidelines. We are going to confront this threat head-on. I am confident that, with the help of this bipartisan bill, the disinformation and propaganda used against us, our allies, and our interests will fail.”

The use of propaganda to undermine democracy has hit a new low. But now we are finally in a position to confront this threat head on and get out the truth. By building up independent, objective journalism in places like eastern Europe, we can start to fight back by exposing these fake narratives and empowering local communities to protect themselves,” said Murphy.

“I’m proud that our bill was signed into law, and I look forward to working with Senator Portman to make sure these tools and new resources are effectively used to get out the truth.”

NOTE: The bipartisan Countering Disinformation and Propaganda Act is organized around two main priorities to help achieve the goal of combatting the constantly evolving threat of foreign disinformation from our enemies:

  • The first priority is developing a whole-of-government strategy for countering THE foreign propaganda and disinformation being wages against us and our allies by our enemies. The bill would increase the authority, resources, and mandate of the Global Engagement Center to include state actors like Russia and China as well as non-state actors. The Center will be led by the State Department, but with the active senior level participation of the Department of Defense, USAID, the Broadcasting Board of Governors, the Intelligence Community, and other relevant agencies. The Center will develop, integrate, and synchronize whole-of-government initiatives to expose and counter foreign disinformation operations by our enemies and proactively advance fact-based narratives that support U.S. allies and interests.
  • Second, the legislation seeks to leverage expertise from outside government to create more adaptive and responsive U.S. strategy options. The legislation establishes a fund to help train local journalists and provide grants and contracts to NGOs, civil society organizations, think tanks, private sector companies, media organizations, and other experts outside the U.S. government with experience in identifying and analyzing the latest trends in foreign government disinformation techniques. This fund will complement and support the Center’s role by integrating capabilities and expertise available outside the U.S. government into the strategy-making process. It will also empower a decentralized network of private sector experts and integrate their expertise into the strategy-making process.

And so, with the likes of WaPo having already primed the general public to equate “Russian Propaganda” with “fake news” (despite admitting after the fact their own report was essentially “fake“), while the US media has indoctrinated the public to assume that any information which is not in compliance with the official government narrative, or dares to criticize the establishment, is also “fake news” and thus falls under the “Russian propaganda” umbrella, the scene is now set for the US government to legally crack down on every media outlet that the government deems to be “foreign propaganda.”

Just like that, the U.S. Ministry of Truth is officially born.

Public and consumer pressure on banks to quit financing the Dakota Access pipeline companies is producing results.

Back in September, researcher Hugh MacMillan helped create an infographic tracing the money behind the Dakota Access pipeline. Using public data, MacMillan and his colleagues at the environmental nonprofit Food and Water Watch showed which 17 financial institutions have directly loaned money for the pipeline’s construction and which 38 banks were offering hundreds of millions of dollars in open lines of credit to the parent companies controlling the pipeline project.

“It’s an illustration of how decisions about our energy future and our climate future are being made,” MacMillan said.

The infographic caught on with the public in a big way, especially after YES! Magazine published the contact information for the CEOs of each of those banks. Banks have reported being increasingly inundated with calls and letters since September as consumers and climate activists worldwide looking to help the Standing Rock Sioux use the information to wage a divest and boycott campaign. Although the pipeline has been halted by the Army Corps of Engineers, activists are bracing to see what the incoming Trump administration will do.

Much of the media attention has been on violent confrontations between militarized police and water protectors camped outside the Standing Rock reservation. But at the same time a financial front line has grown, targeting bank support for the project: phone calls and emails to express opposition, bank accounts and mortgages moved, and protests at bank branches.

The pressure on the banks is producing results.

  1. A Norwegian bank set up conditions for investment

After talks with Greenpeace, financial services group Nordea—among the largest banks in Europe—announced it will insist that the companies involved in the Dakota Access pipeline make assurances that any project avoid the Standing Rock reservation—or else Nordea would sell off all holdings in Energy Transfer Parters, Energy Transfer Equity, Sunoco Logistics, and Dakota Access LLC.

Nordea’s head of sustainable finance, Sasja Beslik said in a statement in December, “I don’t actually believe either that the world needs another oil pipeline, but it’s not the construction itself that the tribe wants to stop. There are already eight pipelines under the Missouri River. It’s the location, close to the reservation, that the tribe wants changed.”

  1. California plus other major accounts weigh legislation to divest from Wells Fargo

California lawmakers will debate a newly proposed piece of legislation that would divest the state’s two pension funds for public employees from the companies building the pipeline. Assembly Member Ash Kalra proposed the legislation after visiting Standing Rock in November, according to The Los Angeles Times.

Meanwhile, the cities of Seattle and Minneapolis are looking into ending municipal contracts with Wells Fargo, a major DAPL backer. Seattle City Council Member Kshama Sawant has introduced legislation that would end the city’s $3 billion banking relationship with Wells Fargo over the pipeline, while the Minneapolis City Council requested that the city explore the possibility of divesting from banks that are invested in pipeline projects.

A Nov. 22 resolution by the Shiprock Chapter of the Navajo Nation urges the leadership of the Navajo Nation to move its $2 billion in various financial instruments held by Wells Fargo: “Navajo money that could be part of Wells Fargo’s investment in the pipeline.”

  1. Protests at bank branches spread

There have been many smaller pressure campaigns against banks invested in DAPL both in small cities—in Camden, New Jersey, activists at TD Bank urged it to divest—and large ones—rallies at Wells Fargo branches have taken place in several cities, including Seattle and San Francisco. In December, climate activists at Yale demanded that the university divest its endowment from DAPL-related firms.

Wells Fargo officers agreed to meet with Standing Rock Sioux elders about their concerns after protesters targeted the company’s Minneapolis corporate office. Wells Fargo had also reached out to the elders in a letter, saying: “We deeply value our relationships with tribal communities and consider these relationships a point of pride for our company. We have been supporting Native American Tribes across the country for more than 50 years and are committed to continuing to nurture these relationships long into the future.”

  1. Scandinavian banks sell off their holdings

The Norwegian firm Odin Fund Management sold off $23.8 million in investments in DAPL-related companies, as did Norwegian banking giant DNB, which said it sold $3 million in holdings. While these asset sales may appear impressive, DNB is still funding the pipeline companies, offering lines of credit that total more than $400 million, according to Food and Water Watch.

  1. At least one bank is considering canceling its line of credit

Even larger and more important than the stocks and bonds held by the banks behind DAPL are the lines of credit—energy companies need access to large amounts of fast cash to keep projects moving. More than 400 environmental, human rights, and other social organizations worldwide sent a letter last month demanding that the banks withdraw credit lines for DAPL. One bank so far has said that it will do its own investigation of the social and environmental impacts of the project, especially as it pertains to indigenous rights abuses. “If our initiative does not provide us with the necessary comfort, DNB will evaluate its further participation in the financing of the project,” Harald Serck-Hanssen, a vice president at DNB, told Canada’s CBC News.

  1. Individuals withdraw nearly $30 million from DAPL-financing banks

At the individual level, the website DefundDAPL.org encourages people to pull their assets from banks backing the pipeline. So far, it says, individuals have pulled $28.2 million from those firms. Caleb Buchbinder, co-founder of DefundDAPL.org, said that the divestment through his website represents a “realization that the only way to irrevocably stop an industry that’s bent on short-term profits at all costs is divestment.”

Buchbinder believes that the divestment strategy was inspired by the water protectors’ physical resistance at Standing Rock. “It was like a realization in the collective consciousness: Let’s follow this back and see where it starts.”

  1. And momentum is building

“There is certainly momentum right now,” said Mary Sweeters, a campaigner with Greenpeace. “It’s my hope that financial institutions change their policies and that the standard is raised for the types of investments that they make in the long term.”

Sweeters admitted that banks in Scandinavia have been most receptive to divestment concerns, but that pressure is mounting on U.S. banks, too.

“It’s a new awareness for Wells Fargo to realize that there actually is a large population who accept scientific consensus about climate change and who don’t approve of the way Energy Transfer Partners has violated the sovereignty of the Sioux,” said Food and Water Watch researcher MacMillan. “In terms of the effect on the banks? I think it’s early days. There’s no doubt there’s a carbon bubble. There’s no doubt we can’t afford to burn all the oil, gas, and coal banked as reserves.”

In other words, investments in fossil fuel companies and reserves are going to become less and less stable for a variety of reasons, and banks will eventually need to shift their investment activities accordingly.

Rainforest Action Network is another activist organization that has focused on the U.S. banks providing loans to DAPL, and it says it has seen some movement from the companies.

“The most visible outcome has been [that] Wells Fargo and Citibank and a few other banks [are looking] at their due diligence around human rights in particular, so that’s a good outcome,” said Jason Opeña Disterhoft, climate and energy senior campaigner at RAN.

“It is good that this overall experience has forced the banks to recognize that they can’t fall back on what the federal government is doing—they need their own policies that do justice to human rights principles. … The pause in the project gives the banks the opportunity to reconsider their involvement.”

Rainforest Action Network doesn’t know if there are covenants in the contracts between the banks and the pipeline companies regarding human rights violations, but if there were, that would allow the banks to drop the loans.

 “The ball is in their court,” Disterhoft said of the banks.

“Are they more afraid of these firms, or what their ongoing participation in this project will do to their reputation? That’s the question for them.”
