Ombudsman Opens Inquiry into E.U.’s ‘Secretive’ Decision Making*

The European Ombudsman, Emily O’Reilly, has opened an inquiry into whether the Council of the E.U. allows sufficient public scrutiny of the evolving discussions on draft E.U. laws, following allegations that many meetings are held behind closed doors with no information about them made public.

The decision to launch an investigation follows the legal opinion by the Dutch parliamentary attorney’s office arguing that the decision to mark many meetings documents as “limite” (limited circulation) goes against E.U. law.

The Ombudsman has put 14 questions to the Council on how legislative documents arising from meetings of member state ambassadors and deputy ambassadors, plus the over 150 committees and working parties of national civil servants are handled in accordance with E.U. transparency standards.

​The questions include when and how the positions of individual member states on draft laws are recorded and how the Council has dealt with a 2013 European Court of Justice ruling on the Council’s access to documents policy.

“The Council is a co-legislator with the European Parliament, working to improve the lives of over 500 million Europeans. The aim of this inquiry is to shed light on how draft E.U. laws evolve as they progress through the various meetings of national civil servants and ambassadors in the Council before finally being agreed by government ministers,” said Ms. O’Reilly.

“There appear to be different practices in preparatory meetings in relation to the documenting of outcomes or compromise proposals, and when these documents are published. While there must be scope for flexibility, such documents are nonetheless the only way the public can follow the process and see the changes made to draft E.U. laws in the Council.

“In the current political climate, it is vital to ensure clarity for E.U. citizens on the shaping of E.U. laws. This would help to clear up some popular misunderstandings about who exactly develops and agrees new laws, and separate out in the public mind the responsibility of ‘Brussels’ from the responsibility of the Member States. This would also help the Council to further its clear commitment to transparency,” said Ms. O’Reilly.

Closed Door Trilogues

It is not the first time the Ombudsman has called an inquiry into the secretive nature of E.U. meetings. In 2016, she published a report into the so-called “trilogues” between the Council, the Commission and the Parliament, at which decisions are taken, but the content, the membership and even the dates of them are kept secret.

“Trilogues are an important tool for reaching agreement between the democratically elected legislators of the Parliament and the Council alongside the Commission. They are efficient, allowing 85% of laws to be agreed at an early stage,” Ms. O’Reilly said.

“However, it is difficult to find out when trilogues are taking place, what is being discussed and by whom without a great deal of time and effort. My inquiry concerns the right balance between the public interest in transparency and the public interest in an effective and efficient legislative process,” she said.

Cambodian officials and commentators reacted angrily over the recurring demand by the U.S. government through its ambassador in Phnom Penh to repay what Washington calls “war debt” granted to the U.S.-backed Khmer Republic of General Lon Nol which existed between 1970 and 1975.

The U.S. Department of Agriculture financed $274 million in purchases of U.S.-produced cotton, rice, maize and flour between 1972 and 1974 to the Khmer Republic which was seen as an ally in the fight against of communism in Southeast Asia at that time.

The deliveries were made to avoid any public uprising in Cambodia and quell hunger riots which began as early as 1972. The food situation was desperate by 1973 that malnutrition was common among children particularly in the cities.

But at the same time, U.S. forces bombed Cambodia in an effort to disrupt supply lines of the Vietcong and the upcoming Khmer Rouge. It is estimated that US B-52 bombers dropped more than 500,000 tonnes of explosives on Cambodia’s countryside, half of them in 1973 alone.

The pilots flew at great heights and were incapable of differentiating between a Cambodian village and their targets, North Vietnamese supply lines, the so-called the Ho Chi Minh trail. It is believed that half a million Cambodians died from the bomb attacks at that time.

However, just recently, U.S. ambassador to Cambodia William Heidt claimed that Cambodia owed the U.S. something in the region of $500 million for “assistance” given to Cambodia’s Lon Nol government during the war, money which he says represent the 1970s loans plus interest over four decades.

Cambodia’s government said through a spokesman “it is not pleased” by Heidt’s remarks.

They destroyed us and demand us to pay the debt for it,” spokesman Sok Eysan said.

Records of the loans were annihilated after the Red Khmer took over in 1975, and when the country was restored after the Vietnamese occupation in 1993, Cambodia’s national assembly declared the Khmer Republic and its actions illegal.

Cambodia’s Prime Minister Hun Sen argues that Phnom Penh is not obliged to pay the money back.

“The U.S. created problems in my country and is demanding money from us,” he said, adding that

“we also don’t demand that the U.S. pay for the damage and destruction caused by the war. We just want the U.S. to be responsible for the problem of the debt.”

Hun Sen since has lobbied with both U.S. presidents Barack Obama and Donald Trump to write off the debt, but Washington said it could not be canceled as this was beyond the powers of the President and would take legislation from US Congress.

Former war correspondent James Pringle, who was bureau chief for Reuters in Ho Chi Minh City in the 1970s, covering the invasion of Cambodia and the fighting in Vietnam, in an angry comment for Cambodia Daily on March 8 said that the U.S. should rather be quiet about this debt.

Cambodia does not owe even a brass farthing to the U.S. for help in destroying its people, its wild animals, its rice fields and forest cover,” he wrote, rhetorically asking “what will they give in return? Will they resurrect the children and others who died under that terrible U.S. pounding from the air over the years?”

Hun Sen pointed out that craters still dot the Cambodian countryside and villagers are still unearthing bombs, forcing mass evacuations until they can be deactivated.

“There are a lot of grenades and bombs left. That’s why so often Cambodian children are killed because they don’t know that they are unexploded ordnance,” he said.

“And who did it? It’s America’s bombs and grenades.”

Imminent Starvation Resulting from U.S. Led Wars: U.N. Officials Warn of Worst Famine Crisis Since World War II*

More than 20 million people face imminent starvation in four countries, United Nations officials warned over the weekend, the largest humanitarian crisis since the end of World War II. All four countries—Yemen, Somalia, South Sudan, and Nigeria—are wracked by civil wars in which the U.S. government is implicated in funding and arming one of the contending sides.

U.N. emergency relief coordinator Stephen O’Brien gave a report to the U.N. Security Council Friday detailing the conditions in the four countries, and the UN issued published further materials on the crisis Saturday, seeking to raise $4.4 billion in contributions for emergency relief before the end of March. So far, according to UN Secretary-General Antonio Guterres, only $90 million has been pledged, barely two percent of the total needed.

As outlined by U.N. officials, the populations most immediately at risk number 7.3 million in Yemen, 2.9 million in Somalia, 5 million in South Sudan, and 5.1 million in Nigeria, for a total of 20.3 million. The number of children suffering symptoms of acute malnutrition is estimated at 462,000 in Yemen, 185,000 in Somalia, 270,000 in South Sudan, and 450,000 in Nigeria, for a total of nearly 1.4 million.

While adverse weather conditions, particularly drought, are a contributing factor in the humanitarian disasters, the primary cause is civil war, in which each side is using food supplies as a weapon, deliberately starving the population of the “enemy.”

U.S.-backed forces are guilty of such war crimes in all four countries, and it is American imperialism, the principal backer of the Saudi intervention in Yemen and the government forces in Somalia, South Sudan and Nigeria, which is principally responsible for the danger of famine and the growing danger of a colossal humanitarian disaster.

The worst-hit country is Yemen, where U.S.-armed and directed military units from Saudi Arabia, the United Arab Emirates and other Gulf monarchies are at war with Houthi rebels who overthrew the U.S.-installed president two years ago. Some 19 million people, two-thirds of the country’s population, are in need of humanitarian assistance.

The Saudi forces, which fight alongside Al Qaeda in the Arabian Peninsula, control the country’s major ports, including Aden and Hodeida, and are backed by U.S. Navy units in the Red Sea and Gulf of Aden in imposing a blockade on the region controlled by the Houthis in the west and north of the country.

U.S. forces operations range throughout the country, with drone missile strikes and occasional raids, like the disastrous attack on a village at the end of January in which at least 30 Yemeni civilians were killed, many of them small children, and one U.S. Special Forces soldier was shot to death.

In Somalia, the protracted civil war between the U.S.-backed government in Mogadishu and Al Shabab militias, who control most of the country’s south, has laid waste to a country which already suffered a devastating famine in 2011, and has been ravaged by civil war for most the past quarter-century.

At least half the country’s population, more than six million people, is in need of humanitarian aid, according to U.N. estimates. Drought conditions have killed off much of the country’s animal population. In Somalia, too, U.S. military units continue to operate, carrying out Special Forces raids and drone missile strikes. There is also an extensive spillover of Somali refugees into neighboring Kenya, where another 2.7 million people are in need of humanitarian aid.

The civil war in South Sudan is a conflict between rival tribal factions of a U.S.-backed regime that was created through Washington’s intervention into a long-running civil war in Sudan. After a U.S.-brokered treaty and a referendum approving separation, South Sudan was established as a newly independent state in 2011.

Tribal conflicts within the new state have been exacerbated by drought, extreme poverty, and the struggle to control the country’s oil reserves, its one significant natural resource, which is largely exported through neighboring Sudan to China. The country is landlocked, making transport of emergency food supplies more difficult.

The crisis in South Sudan was said to be the most acute of the four countries where famine alerts were being sounded, with some 40% of the population facing starvation. Last month, U.N. officials declared a full-scale famine alert for 100,000 people in South Sudan. A cholera epidemic has also been reported.

The famine crisis in Nigeria is likewise the byproduct of warfare, this time between the Islamic fundamentalist group Boko Haram and the government of Nigeria, which has military support from the US and Britain. The focal point of this conflict has been the Lake Chad region, where Nigeria, Cameroon, Chad and Niger share borders. This is the most densely populated and fertile of the four areas threatened with famine.

A recent offensive by Nigerian government forces pushed backed Boko Haram and uncovered the extent of the suffering among the local population in the region, where food supplies were cut off as part of the U.S.-backed military campaign.

U.S. military forces range throughout the Sahel region, the vast area on the southern edge of the Sahara Desert which encompasses much of western Africa. The armed forces of French and German imperialism are also active in former French colonies like Mali and Burkina Faso, as well as further south, in the Central African Republic.

According to the U.N. reports, the humanitarian disaster in Yemen has accelerated in recent months. The number of Yemenis in immediate danger of starvation jumped from four million to seven million in the past month. One child dies every 10 minutes in Yemen from a preventable disease.

When the U.N. humanitarian chief’s mission was in Yemen last week, it was able to secure safe passage for the first truckload of humanitarian supplies to the besieged city of Taiz, the country’s third largest, which has been blockaded for the past seven months.

The debate on O’Brien’s report to the UN Security Council featured one hypocritical statement after another by imperialist powers like the US, Britain, France, Japan and Italy, as well as by China and Russia, all bemoaning the suffering, but all concealing the real cause of the deepening crisis.

Typical were the remarks of the U.S. representative, Michele Sison, who declared,

 “Every member of the Security Council should be outraged that the world was confronting famine in the year 2017. Famine is a man-made problem with a man-made solution.”

She called on the parties engaged in fighting in the four countries to “prioritize access to civilians” and “not obstruct aid”—although that is exactly what the U.S.-backed forces are doing, particularly in Yemen, and to a lesser extent in the other three countries.

The U.N. report does not cover other humanitarian crises also classified by the World Food Program as “level three,” the most serious, including Iraq, Syria, Central African Republic and the Philippines (the first three due to civil war, the last due to the impact of several Pacific typhoons). Nor does it cover the devastating civil conflict in Libya or Afghanistan, ravaged by nearly 40 years of continuous warfare.

Nor does it review the worldwide total of people in acute need of food assistance, estimated at 70 million in 45 countries, according to the Famine Early Warning Systems Network. This figure is up 40 percent since 2015, as a result of escalating civil wars, drought and other climate-driven events, and rising food prices.

The World Food Program experienced a shortfall in contributions of nearly one-third in 2016, receiving only $5.9 billion from donors towards a total outlay of $8.6 billion, forcing the agency to cut rations for refugees in Kenya and Uganda. Total unfunded humanitarian aid appeals came to $10.7 billion in 2016, larger than the combined total of such appeals in 2012.

While these sums are gargantuan in terms of the need, they are a drop in the bucket compared to the resources squandered by the major powers on war and militarism. The total deficit in humanitarian aid amounts to less than three days’ worth of global military spending. The $4.4 billion in aid sought for the famine crisis is half of what the US Pentagon spends in a typical week.

The subject of mind control has been keenly contested for some time now. Mind or thought control is broadly defined as human subjects being indoctrinated in a way that causes an impairment of autonomy – the inability to think independently, and a disruption of beliefs and affiliations.

Mind control was initially considered a mere conspiracy theory. During the early days of the term, its adherents believed a human’s mind could be controlled through the dissemination of propaganda messages to suit the person disseminating the message. Even media theories such as Agenda Setting, Framing and Priming supported the notion that the human mind could be controlled to think in a certain direction the media wanted. This, in theory, becomes possible through the messages the media disseminate to the public. As the media constantly bombard people with a specific message or idea, over time, people become addicted to it, adopting it as a reality. Of course, if this happens, it means the thinking faculties of people have been altered.

However, mind control moved from mere communication messages of the media to something deeper after a shocking revelation. In 1999, the forensic psychologist Dick Anthony revealed that the United States Central Intelligence Agency (CIA) invented damning brainwashing techniques against communism during the Korean War.

Anthony’s revelation led to further scrutiny of the CIA. It later emerged that the United States government had been experimenting on how to control the human mind immediately after the end of the Second World War.  In 1945, the government secretly recruited many Nazi scientists, some of whom had been identified and prosecuted as war criminals during the Nuremberg Trials. The recruitment was code-named Operation Paperclip. The objective of Operation Paperclip was to tap into the knowledge of these Nazi criminal scientists. The Nazis were told that if they would agree and work for the United States government, the government would protect them from prosecution. The Nazis agreed rather than being sent to the gallows.

After recruiting them into the United States, the government used the Nazis in many highly clandestine experiments. One of such experiments was how to control the human mind through technology and science. With the help of the Nazis, in the 1950s, the CIA and the Defense Department conducted secret research codenamed MKULTRA. The project was later renamed Project ARTICHOKE. The purpose was to study mind control, interrogation, behaviour modification and related topics.

When these secrets were made public, the CIA never contested them, except to say it discontinued the programs. But the big question here is: can we trust the CIA? What if they succeeded in inventing a technology to control the human mind with which we are unaware of?

In 2013, the BBC published an article titled “Are we close to making human ‘mind control’ a reality?” In the article, it was said that Rajesh Raoa, a researcher at the University of Washington, had succeeded in playing a computer game with his mind without using any physical controllers.

Mr Raoa’s invention convinced many researchers that mind control is no longer a conspiracy theory, that it is real. Some researchers expressed grave concerns about the invention of Raoa, saying it could lead to a Zombie apocalypse.

“When we have full links into the brain directly and you can control someone like a robot then we might have problems,” said Dr Ian Pearson, a futurologist with a background in science and engineering.

To further prove to you without any ambiguity that mind control is real, and that the technology to do the highly immoral, unethical and corrupt job is available, we look at something we have chanced upon on the internet.

We’ve come across scientific research published on the internet with patent number US 6506148 B2. It is titled “Nervous system manipulation by electromagnetic fields from monitors.”

The Abstract of the work reads:

“Physiological effects have been observed in a human subject in response to stimulation of the skin with weak electromagnetic fields that are pulsed with certain frequencies near ½ Hz or 2.4 Hz, such as to excite a sensory resonance. Many computer monitors and TV tubes, when displaying pulsed images, emit pulsed electromagnetic fields of sufficient amplitudes to cause such excitation. It is therefore possible to manipulate the nervous system of a subject by pulsing images displayed on a nearby computer monitor or TV set. For the latter, the image pulsing may be imbedded in the program material, or it may be overlaid by modulating a video stream, either as an RF signal or as a video signal. The image displayed on a computer monitor may be pulsed effectively by a simple computer program. For certain monitors, pulsed electromagnetic fields capable of exciting sensory resonances in nearby subjects may be generated even as the displayed images are pulsed with subliminal intensity.”

According to the publication on Google, Hendricus G. Loos is the owner of the work. He filed the work in June 2001, but was published in January 2003.  When we attempted to find more details on Mr Loos, we realized he isn’t popular on the internet, not even mentioned in Wikipedia. Few articles have been written about him. What we did find, however, is his work on the manipulation of the nervous system with electronic devices started in 1978, publishing nine works since.

Now, to put the work in a simple context, let’s consider a simple definition of the nervous system. According to neuroscientists, the human nervous system controls everything from breathing and producing digestive enzymes, to memory and intelligence. In fact, the central part of the nervous system is the brain.

If patent number US 6506148 B2 says that the nervous system can be manipulated by electromagnetic fields from monitors, need we not tell you that Your Mind is Being Manipulated with Monitors?

Especially televisions, they have become deadly weapons to us. From the recent WikiLeaks Vault 7 disclosure, it emerged how the CIA used Samsung smart TVs to spy on people.

From all indications, the United States government has secret technologies. The secret technologies are increasingly becoming embedded in most of the technology we use every day. This helps the United States government to maintain its hegemony over every being on this planet. The secret knowledge the Nazis had under Adolf Hitler is now in the hands of the United States, and is being put to use.

Our goal is to raise awareness. When we were investigating this issue, somebody told us it’s time to get rid of our TV sets. The person said the evidence is overwhelming. Truly, we are shocked by the available evidence. One important question we should be asking now is why is the mainstream media still silent on this issue? This tells you that the end goal of the media is never to educate and raise awareness. It is created and controlled by the elite to put us in the dark, so they can continue to profit from us.

From now on, never dismiss any conspiracy theory. Take your time to read about the theory and do a little research about it first. Research on such topics shouldn’t be difficult since we are in the Information Age.

The European Court of Justice (ECJ) has ruled that employers can ban staff from wearing visible religious symbols at work in the first case of its kind before the EU’s top court.

The ECJ has ruled on the cases of two female employees in Belgium and in France, fired after they refused to remove their headscarves at work.

In the first case, a Belgian woman working as a receptionist for G4S Secure Solutions, which has a general ban on the wearing of visible religious or political symbols, was dismissed for refusing to remove her religious attire. In the second, a French IT consultant was also let go when she refused to take off the headscarf after a client complained.

“An internal rule of an undertaking which prohibits the visible wearing of any political, philosophical or religious sign does not constitute direct discrimination,” the court said in a statement.

The ruling comes on the eve of the Dutch election, in which Muslim immigration has been a key issue.

Islamic headscarves are a contentious issue in several European countries, with numerous cases of alleged discrimination against Muslim women emerging in recent months.

In December, a 14-year-old Syrian teenager was reportedly kicked off a tram in Berlin for wearing a headscarf, after the driver shouted through a loudspeaker that he refused to transport her.

Earlier this month, Austrian government officials sharply criticized a recommendation by the Islamic Religious Community in Austria (IGGO) which states that Muslim women must start wearing a headscarf from the onset of puberty, describing it as an attack on integration and women’s freedom.

Last month, a Muslim teacher who wasn’t hired by a Berlin school because she was wearing a headscarf was awarded €8,680 (US$9,250) in compensation for discrimination.

Meanwhile, a court in the Czech Republic threw out a similar case in January, in which a Somalian refugee claimed she had been barred from wearing her headscarf in a nursing school. The case was said to be the first of its kind in the E.U.
