After Creating Haiti’s Cholera Crisis, U.N. Can Barely Fight It*

After years of dodging responsibility, the U.N. is now struggling to help fight the health scourge it created.

It was seven years ago when the outbreak first began. In the last near-decade, Haiti’s cholera outbreak has ravaged hundreds of thousands of lives — killing nearly 10,000 and sickening nearly 800,000 more.

Brought to the country by United Nations peacekeeping forces meant to protect Haitians, the disease shows no sign of slowing down in the region. And after years of dodging responsibility, the international body is now struggling to help fight the health crisis it created.

It wasn’t until December 2016 that then-U.N. Secretary-General Ban Ki Moon apologized for Haiti’s cholera outbreak. It was also only then that he proclaimed a “moral responsibility” to end the crisis, announcing in a rare act of contrition a US$400 million strategy that would “provide material assistance and support” to victims.

But the trust fund created to finance the strategy has so far raised only around US$2 million, with just 6 of 193 member states donating.

Last month, Ban’s successor, Antonio Guterres, sent a letter to member states asking for pledges to the trust fund, adding that mandatory dues would be raised if there were no significant pledges by March 6. But the deadline came and went with little response.

Donations to the fund may also now face challenges given the Trump administration’s signalled intention to cut foreign aid. The United States is the U.N.’s biggest single financing source.

The inaction has worsened Haiti’s crisis. Just this year, nearly 2,000 new cases have been reported, amounting to hundreds a week.

“We still have the biggest outbreak of cholera of any country anywhere,” Dr. Louise Ivers, a senior policy adviser at Partners in Health, an international medical aid organization working in Haiti, told the New York Times.

“Here we are, nearly seven years later, and it’s still a big problem.”

The U.N.’s own independent investigator on extreme poverty and human rights, Philip Alston, issued a scathing report condemning the U.N.’s failure to take responsibility for the cholera crisis, calling it “morally unconscionable, legally indefensible and politically self-defeating.”

A country that has suffered from an extensive history of colonial and imperial meddling, Haiti’s cholera outbreak is just the latest in this trajectory. After Hurricane Matthew devastated the region last year, Haitians pressed foreigners to refrain from donating to the American Red Cross, pointing to a reputation of questionable use of funds.

Haitians lost trust in the U.S.-based organization after a damning 2015 report by NPR and ProPublica showed how the Red Cross used more than US$500 million in aid for the 2010 earthquake to build only six of the promised 700 permanent homes.

The question of aid and relief also placed the Clinton Foundation, co-founded by former Democratic presidential nominee Hillary Clinton and her partner and former President Bill Clinton, under the spotlight again for failing to use billions of dollars of aid collected for the country following the 2010 earthquake.

While millions of dollars were spent by the foundation on formaldehyde-riddled trailers distributed by Clayton Homes — a top Clinton campaign donor — much of the US$6 billion that the Clintons pledged for the country had yet to be used. And in turn, the faulty trailers caused headaches and illness for those who used them.

In addition, according to WikiLeaks cables, Clinton also lobbied against a minimum wage hike in Haiti back in 2008 and 2009, colluding with corporations taking advantage of sweatshop labour in Haiti to pressure the government to veto the wage increase to keep labor cheap.

Now, adding insult to injury, the United Nations has failed to deliver on promises of getting the cholera outbreak under control after years of wreaking havoc on the poverty and disaster-stricken half-island nation.

While the mainstream media’s attention has been fixed on political drama in Washington D.C., federal and state law enforcement have been quietly working to dismantle a shockingly large number of human trafficking and child abuse networks across the United States. The busts in America come at the same time as a number of other successful international law enforcement operations against networks engaging in human trafficking of women and children.

Since the inauguration of Donald Trump on January 20th, 2017, the number of trafficking arrests for human trafficking in 2017 have doubled the total numbers provided for the entire year of 2014 by the Department of Justice. Each individual law enforcement operation has been listed below for reader convenience:

Domestic Trafficking Busts

January 27th: 42 arrested in Memphis, Tennessee during a human trafficking operation led by the Tennessee Bureau of Investigation. Arrestees included a medical professional, engineers, a law student, a tow truck driver and construction workers.

January 29th: 474 arrested, 27 adults and 28 sexually exploited children saved in an operation spearheaded by more than 30 federal, state and local law enforcement agencies and task forces in Los Angeles, California. The bust of the sex ring was the largest human trafficking operation in United States history and was largely ignored by the media.

On the same day, five individuals were arrested in Bucks County, Pennsylvania as part of what authorities described as a fetish-themed child predator sex ring. The Pennsylvania Attorney General stated that the arrests were part of an ongoing investigation and that they believed the child abuse sex ring involved more victims and predators.

February 1st: 11 women rescued in an operation lead by the New Orleans Violent Crime against Children and Human Trafficking task force. No arrests were reported.

February 5th: 108 arrests were reported in Illinois as what was described as part of a national sex trafficking sting operation occurring in 15 different states.

178 individuals were arrested in Texas on the same day as part of the same John’s Suppression Initiative. Arrestees included the sports agent responsible for getting Roger Clemens the highest ever single-season Major League Baseball contract.

In addition to the arrests in Illinois and Texas, 464 other individuals were arrested in the same interstate operation on Super Bowl Sunday. Police stated that six minors and 86 adults were rescued during the operation.

February 10th: 160 individuals were arrested during an immigration crackdown in Los Angeles, California. 150 of the individuals arrested had criminal histories, many including child sex offenses.

February 13th: 22 arrested, 15 adults and 2 child victims saved at Detroit’s North American International Auto Show.

February 14th: The FBI raided the adoption agency European Adoption Consultants (EAC) in Strongsville, Ohio. In December the State Department debarred the agency from continued operation, citing failures “to adequately supervise…preventing the sale, abduction, exploitation, or trafficking of children.”

February 15th: 11 men were arrested during a child sex sting operation in Spotsylvania County, Virginia. One of the arrestees was working part time at a local Christian school.

42 individuals were also arrested in Polk County, Florida as part of a child pornography and sex offender investigation.

International Trafficking Busts

January 27th: 13 individuals were arrested in connection with a paedophile ring in Quebec, Canada. Several of the arrestees held positions as teachers and scout leaders.

February 5th: 9 individuals were arrested and 31 children and women rescued during a police raid at the Kaliko Beach Club resort in Port-au-Prince, Haiti. Users online speculated that the arrests may have been related to an announcement two days earlier from the Clinton Foundation that they would be quitting their projects in Haiti.

February 10th: Six men aged 20 to 66 were arrested on child pornography charges involving 168 underage male victims in Japan

February 13th: 16 suspects were arrested and 24 children freed by the GhanaPolice Anti-Human Trafficking Unit (ATHU) from the Volta Lake in the process of being transported to other parts of the country to be sold into forced labour. Online users have pointed out the the now closed Clinton Global Initiative partnered with a program known as The Post Harvest Project (TPHP) in the Volta Lake area of Ghana, though at this time there is no definitive indication as to whether the arrests were related the project or not.

Notable Individual Arrests

February 13th: Jeffery Sandusky, the adopted son of disgraced child abuser Jerry Sandusky, was arrested on child molestation charges. He is accused of solicitation of statutory sexual assault, solicitation of involuntary deviate sexual intercourse, six counts of unlawful contact with a minor and two counts each of solicitation to photograph or depict sexual acts, sexual abuse of children and corruption of minors.

February 15th: A man was arrested in Wayland, New York on charges of Possessing a Sexual Performance of a Child and Promoting Sexual Performance of a Child. Users online speculated that the individual was the Chief Analyst for the New York National Guard after a Linkedin profile was discovered under the same name as the arrestee.

Additionally, a newly appointed special prosecutor in Cleveland, Ohio reopened over 70 child sex cases according to reports on February 14th. A Jane Doe Plaintiff has also filed a new civil case on January 26th against notorious billionaire pedophile Jeffery Epstein and his associates Ghislaine Maxwell, Lesley Groff, Sarah Kellen, and Natalya Malyshev. The charges relate to the underage sex ring being run by Epstein that was uncovered in 2005. A pretrial conference will occur on March 9, 2017, in New York City.

Abstract:

Contrary to reports in the media, the crowd sourced investigation labeled by some as “Pizzagate” did not begin with internet sleuths digging through the Wikileaks Podesta Files releases looking for pizza parlours and encoded language discussing human trafficking. It began with the shocking discovery that Hillary and Bill Clinton provided assistance to convicted child trafficker, Laura Silsby, resulting in a reduced sentence for child trafficking.

Silsby was arrested at the Haitian border attempting to smuggle 33 children out of Haiti without documentation. Her sentence and charges were reduced after an intervention by Bill Clinton. In the aftermath of Silsby’s arrest, her originally retained lawyer Jorge Puello was arrested in connection with an international smuggling ring accused of trafficking women and minors from Central America and Haiti. The revelation of this news in November was either ignored by the Western media or attacked by Clinton controlled publications.

  1. Hillary Clinton Intervened Politically on Behalf of Laura Silsby

Laura Silsby is the former director of The New Life Children’s Refuge. Emails from her organization can be found in Wikileaks’ Hillary Clinton Email Archive discussing the NGO before her arrest. Silsby’s organization also appears in Clinton’s emails, soliciting donations for their “ministry.” The Refuge was founded by Silsby and Charisa Coulter, both attendees of the Central Valley Baptist Church in Meridian, Idaho. Silsby was reported to have a history of bad debts and unpaid wages.

Laura had claimed she planned to build an orphanage in the Dominican Republic, but a State Department diplomatic cable revealed that authorities in the country said she never submitted an application for this purpose. They instead located to Haiti.

On January 29, 2010, Silsby was arrested with nine other American nationals attempting to steal 33 children from the country, most of whom were not even orphans and had families according to some reportsCNN reported on February 9, 2010 that this was not the first time Silsby had attempted to traffic children out of Haiti. Haitian police acting on a tip had intercepted Silsby in an earlier, separate attempt to remove 40 children out of the country. She was turned back at the Haitian border. For a brief period, Haitian authorities were considering adding a new kidnapping charge based on this evidence.

Hillary and Bill Clinton took an extraordinary interest in Silsby’s case from the moment she was arrested and almost immediately stepped in on her behalf. The Harvard Human Rights Journal stated that one of Bill Clinton’s first acts as special envoy for the United Nations in Haiti “was to put out the fire of a child abduction scandal involving American citizens.” On February 7th, 2010, The Sunday Times reported that Bill Clinton had intervened to strike a deal with the Haitian government, securing the release of all co-conspirators except for Silsby. Prosecutors ultimately sought a six-month sentence in Silsby’s case, reducing charges for conspiracy and child abduction to mere “arranging irregular travel.” A shockingly light penalty given the circumstances of her arrest, which would likely not have been possible but for the intervention of the Clintons in Silsby’s case.

On February 9th, 2010 Hillary Clinton consulted with Counselor Cheryl Mills and other attorneys in an email discussing the U.S. Government’s “options” regarding the arrested Americans. The heavily redacted memo attached to that email does not reveal what these “options” consisted of. However, the State Department’s American Citizens Services is only authorized to offer lists of local, English speaking attorneys to Americans arrested or detained abroad. To go beyond that authorization is a severe violation of protocol and is illegal. Additional emails reveal that the State Department was concerning with making statements on the Silsby scandal and preparing to assist Silsby’s co-conspirators with their return to the United States, although this is consistent with State Department protocol in these situations.

  1. Silsby’s Lawyer and His Wife Were Both Arrested for Involvement in Human Sex Trafficking of Minors and Women

On February 11th, the New York Times reported that Silsby’s original lawyer, Jorge Puello, was suspected of leading an international human trafficking ring involving women and minors. According the the Harvard Human Rights Journal Puello was ultimately arrested in an investigation being led by U.S. Immigration and Customs Enforcement (ICE) and Homeland Security Investigations (HSI) in connection with the ring. He was wanted in the United States, El Salvador and Costa Rica for his involvement with a network trafficking Central Americans and Haitians.

At the time of his arrest, his wife was already imprisoned in El Salvador and “faced charges of presumed sexual exploitation of minors and women.” Puello was ultimately sentenced to three years in federal prison for “alien smuggling.” Another surprisingly light sentence given the original charges he was sought for. It it not known at this time whether or not Laura Silsby was associated with Puello’s criminal enterprise.

III. The Daily Beast Engaged in an Illicit Cover Up Operation of the Above Information

On November 3rd, 2016, this author made a post to Reddit containing preliminary research and information on the above story. The post was made to the pro-Trump subreddit r/the_donald due to the forum’s reputation as the only outlet on Reddit where news was not being censored during the U.S. Presidential Election. The same day, Wikileaks tweeted a link to the Reddit post labeling it as a “significant, if partisan, find.”

On November 4th, 2016 The Daily Beast wrote a non-factual and intentionally misleading article covering the Clinton-Silsby scandal. They accused Wikileaks of publicizing a “Reddit conspiracy theory” which was “riddled with incorrect information.” The author, Ben Collins neglected to do basic research on the totality of the links presented in the post as evidence. Mr. Collins attacked the policies of r/the_donald towards freedom of speech and accused the forum of being racist without citing extensive or definitive proof. At no point did The Daily Beast provide proof that the allegations were not true, and did not disprove any of the evidence submitted. A link to an extensive study of the case by the Harvard Human Rights Journal which clearly linked Bill Clinton to the scandal was totally ignored. They similarly failed to acknowledge or address emails published by Wikileaks between Hillary Clinton and her legal counsel which may potentially indicate that she violated State Department policy for the treatment of U.S. citizens arrested or detained abroad.

The Daily Beast is a holding of American media conglomerate InterActiveCorp. Chelsea Clinton, Vice President of the Clinton Foundation and daughter of Hillary and Bill Clinton, sits on InterActiveCorp’s Board of Directors. The proximity of the Clinton family to the organization responsible for oversight and direction of The Daily Beast raises questions about the publication’s journalistic independence and their commitment to factual and ethical reporting on current events and topics of public interest. Given their slanderous and incorrect reporting on the Clinton-Silsby scandal, it seems clear that they do not hold these values in high regard.

Since her release from detention in Haiti, Laura Silsby has returned to Idaho. In 2015, she married and took the last name Gayler. Silsby is currently employed by software company AlertSense as their Vice President of Marketing. AlertSense works with the Federal Government on FEMA’s Integrated Public Alert & Warning System (IPAWS). One of IPAWS functions is to issue Amber Alerts during kidnapping events.

The discredited mainstream media has evidently not learned anything from the fiasco of the 2016 United States presidential election, for which it predicted an 85% probability of a Hillary Clinton win, instead of the Donald Trump landslide that happened.

This was not the mainstream’s first foray into the business of manipulating elections. In December 2014, Reuters, AP, Miami Herald, and Huffington Post, among others, declared Evans Paul to be prime minister of Haiti without the requisite approval of the parliament, and it was so. Something similar was done when they called California for Hillary Clinton, before the votes were counted, and handed her the democratic primaries against Bernie Sanders in June 2016. Now mainstream outfits, including the BBCNew York TimesGuardian, and Fox News are trying to make Jovenel Moise Haiti’s president by pretending not to know the difference between a preliminary and a final result.

In Haiti, there is a constitutionally allowed period during which candidates may contest the preliminary results of an election. Such contests are routine, and the results are often changed by them. The foreign correspondents in Haiti know this, but they prefer to ignore it. It is a fact that Haiti’s top three political parties (LAPEH, Pitit Desalin, and Fanmi Lavalas) are all contesting the presidential elections of November 20, 2016. As the LAPEH candidate, Jude Celestin, points out, the aim is not so much to increase their percentage of the vote, but to prove that the election was rigged and force a rejection of any candidate who illegally tried to cook the vote. Preliminary results of the election were announced on Monday, November 28. Until the election results are published in the government’s newspaper, Le Moniteur, on December 29, 2016, they are not final.

Haiti is an occupied country. Make no mistake about it: the foreign correspondents who populate Port-au-Prince’s bougainvillea covered hills, along with the non-governmental organization people, are complicit with the occupation. Free and fair elections of a nationalistic government would cost them their undeserved jobs as well as their colonial lifestyles with a retinue of servants inside gated clusters of whites-only-allowed villas. Jovenel Moise would continue Hillary and Bill Clinton’s policies, lay the groundwork for a Michel Martelly return in five years, and himself return five years later. This would represent a total of 20 years of uninterrupted Clinton-wrought destruction of Haitians, but the expatriates in Haiti would luxuriate in an intoxicating tropical paradise.

The fuzzy numbers of Haiti’s Elections: Byen Konte, Mal Kalkile

When their work is viewed in this context, it is not surprising that Haiti’s foreign correspondents have failed to ask any serious question about an election that cries out to be examined.

According to the Interim Electoral Commission (CEP), the number of Haiti’s voters on November 20 was exactly 1.0 million. This could, of course, signify nothing. On the other hand, it could mean that our cheats, not being fluent in arithmetic, prefer their numbers round. Before the vote, the CEP reported the total number of eligible voters to be 6.2 million; but after the vote, the same CEP said that 1.0 million voters amounted to 21% of the electorate. This would instead put the number of eligible voters at 4.8 million, and it begs the question: what happened to 1.4 million Haitian voters? These days, most of Haiti’s problems are blamed on Hurricane Matthew. It might be entertaining to watch the CEP try to lose more than a million people to a hurricane.

The PHTK candidate and darling of the international community, Jovenel Moise, was assigned 55.67% of the preliminary vote. This is a laughable degree of accuracy, since Haiti’s human rights groups and political parties estimate that 50% of the votes were irregular. Speaking of the irregular vote: if we grant a turnout of 1.0 million voters out of 6.2 million, and discard a 50% zombie vote, then we’re left with the conclusion that only 8% of Haiti’s voters showed up to the polls. In other words, 92% of Haiti’s voters once again boycotted the charade of an election under foreign occupation.

Six years after peacekeepers unleashed a devastating Cholera outbreak in Haiti, the U.N. admits “moral” responsibility and offers a “half apology.”

After six years of refusing to accept full responsibility for causing a deadly Cholera outbreak in Haiti which has killed up to 30, 000 people since 2010, U.N. Secretary-General Ban Ki-moon finally offered what he suggested was an official apology on Thursday.

Speaking at a special meeting of the U.N. General Assembly in New York, he addressed his remarks directly to the Haitian people in Creole and French.

“We apologize to the Haitian people. We simply did not do enough with regard to the cholera outbreak and spread in Haiti. We are profoundly sorry for our role,” said Ban.

While in August a U.N. spokesperson had admitted the organization needed to “do much more” to address its role in the deadly outbreak – a statement which the U.N.’s own special rapporteur on extreme poverty and human rights said was a “disgrace” – this is the first time the secretary-general himself has offered an explicit apology.

Ban added that the U.N. role in the epidemic “leaves a blemish on the reputation of U.N. peacekeeping and the organization worldwide. For the sake of the Haitian people, but also for the sake of the United Nations itself, we have a moral responsibility to act and a collective responsibility to deliver.” While Ban’s statement did accept “moral” responsibility, it was careful to avoid any admission of legal liability.

U.N. Special Rapporteur on Extreme Poverty and Human Rights Philip Alston slammed the statement, calling it a “half apology”.

Alston told the Guardian that the ” determination not to accept legal responsibility entrenches a scandalous legal maneuver designed to sidestep the U.N.’s legal obligations,” adding that “

it renders a meaningful apology impossible, as is made clear by the half-apology of the secretary-general today: he apologizes that the U.N. has not done more to eradicate cholera, but not for causing the disease in the first place,” he concluded.

The cholera epidemic first struck Haiti in October 2010, less than one year after the disastrous earthquake that worsened longstanding poverty and instability. The first people affected by the outbreak lived near a U.N. base housing over 450 peacekeepers, recently transferred from Nepal where cholera was already an issue. Multiple studies identified the peacekeepers as ground zero for the epidemic which has since spread throughout the Caribbean.

Haiti’s representative to the U.N., Jean Cazeau, said “The U.N. has shown it can admit making mistakes,” adding that the statement represents “a radical change of attitude away from the morally unjustifiable approach from the U.N. until now.”

Brian Concannon, executive director of the Institute for Justice and Democracy in Haiti, said, “Haitians are looking for a less qualified apology – for both introducing cholera and for the six years of denial of responsibility, which was an insult to Haitian dignity.”

Sheikh Mohammed donated 90 tonnes of emergency supplies in the aftermath of Hurricane Matthew

The Emir of Dubai has flown £300,000 of emergency supplies to Haiti on his private jet.

Sheikh Mohammed bin Rashid al-Maktoum sent 90 tonnes of emergency supplies in his Boeing 747 to the Caribbean island in the wake of Hurricane Matthew.

Around 300,000 Haitians have been forced by the tropical storm to live in temporary shelters after an estimated 1,000 people were killed when it struck the poor country.

Haiti is still reeling from the effects of the 2010 earthquake and an ongoing cholera outbreak which has killed around 10,000 people so far.

According to the Dubai government, the Sheikh’s wife, Princess Haya Bint Al Hussein, personally oversaw the relief mission which included tents, mosquito nets, medical supplies and water purification units.

The United Nations has stated 1.4 million people in Haiti require urgent assistance appealing for $120 million (£98 million) in funds to help the poorest country in the Western Hemisphere.

Princess Haya wrote in an Instagram post:

“One image will forever be in mind, when I think of Haiti. I have seen in 2010, the devastation caused, and it was only because I was on an IHC envoy.

“The same cargo plane I came in today. Again today lives have been erased.

“It is all about what the country needs, but to a certain extent, it is also about what is given.”

She praised the humanitarian actions of her husband the emir and the United Allied Emirates despite the wars and fighting currently besieging the Middle East.

The daughter of King Hussein of Jordan, Princess Haya added:

“We, as Arabs, should be bankrupt. We fight on every front, and we have our own to feed and shelter.

“But please, if I can just tell you the sense of humility I knew because my country the UAE had given and my people the Jordanians are there fighting.”
