A Senate committee proposal for the 2018 military budget would further boost Pentagon spending on troops and equipment, make the U.S. presence in Eastern Europe a persistent feature, and supply lethal weapons to Ukraine, among other things.

Adopted in the Senate Armed Services Committee by a vote of 27-0, the 2018 National Defence Authorization Act (NDAA) would add $97 billion to the total military budget proposed by President Donald Trump last month.

Citing the need to “deter Russian aggression,” committee chairman John McCain (R-Arizona) shifted the funding for U.S. deployments in Eastern Europe to the base Pentagon budget, and renamed it the European Deterrence Initiative (EDI). The NDAA also requires the Pentagon to submit future plans for the EDI, “including an assessment of permanently stationing troops in Eastern Europe.”

“In an unparalleled attack on our core interests and values, Russia engaged in an active, purposeful campaign to undermine the integrity of American democracy and affect the outcome of the 2016 presidential election,” said the summary version of the bill, published late on Wednesday.

“The committee believes the United States must do more to deter Russian aggression, whether across its borders or in cyberspace.”

The $500 million earmarked for “security assistance” to the government of Ukraine includes “defensive lethal assistance.” However, half of this funding will be conditional on “substantial action” by Kiev to “make defense institutional reforms critical to sustaining capabilities developed using security assistance.” This would have to be certified by the U.S. secretary of defense.

The 2018 NDAA extends the prohibition of military cooperation with Russia first imposed in 2014 – which, among other things, prevents the U.S.-led coalition from coordinating operations against Islamic State (IS, formerly ISIS/ISIL) in Iraq and Syria. It also bans the Pentagon from using software developed by Kaspersky Lab, “due to reports that the Moscow-based company might be vulnerable to Russian government influence.”

Arguing that a massive increase in funding is necessary to “restore readiness, rebuild capacity, and modernize the force for future challenges,” the NDAA codifies a policy that the U.S. Navy should have at least 355 ships of “the optimal mix” and calls for the construction of 13 ships next year, five more than in the White House request.

It also funds 94 new F-35 Lockheed Martin Joint Strike Fighters – 60 for the Air Force, 24 for the Marines and 10 for the Navy – altogether 24 more than Trump’s budget requested.

The Senate markup calls for an additional 15,000 soldiers and 1,000 marines over Trump’s budget request and authorizes a 2.1% across-the-board pay raise for members of the U.S. Armed Forces.

By far the biggest increase in funding relates to cooperative missile defense programs between the U.S. and Israel, which would get $558.5 million more than Trump requested for a total of $705 million.

An earlier markup released by the House Armed Services Committee was $4 billion less, but still higher than Trump’s original budget proposal of $603 billion. All three proposals are much higher than the $549 billion spending cap under the 2011 Budget Control Act, and will require a deal with the minority Democrats to get passed.

Ukraine Forces Caught Shelling their own Citizens*

By Adam Garrie

The war in Donbass can no longer be called a civil war.

The Donbass republics have not merely declared symbolic independence of the fascist junta in Kiev. The Donetsk and Lugansk People’s Republics functionally operate as independent states. They are rapidly ending all remaining economic ties with Ukraine and a recent Presidential decree by President Putin affords citizens of the Donbass republics with virtually all the rights of citizens of CIS (Commonwealth of Independent States) members.

But there is an actual civil war going on in Ukraine. It is not over territory but over political influence. The fascist regime in Kiev is currently engaged in a wide array of battles with non-governmental ultra-fascist organisations, Right Sector being a notable one.

As Petro Poroshenko’s power continues to wane and the poor economy now on the verge of total collapse, many are suspecting that elements even more radical than those who led the 2014 coup against Viktor Yanukovych, may stage a so-called ‘Maidan 2.0’.

The civil war has thus far seen fascist radicals threaten to block transit of goods and people from Russia into their borders, burn down branches of Sberbank in their own cities and blockade the transit of essential coal from Donetsk into their own regions.

Now though, video has emerged of forces loyal to Kiev, shelling housing in areas under their own control. They are literally firing upon their own citizens.

The video, which shows angry locals expressing their hatred of the fascist regime, has become an example of propaganda backfiring on Kiev.

Kiev is eager to show those who still support the regime that they are ‘bravely’ fighting a war in Donbass. Instead, the reality which emerges again and again is that the fascist forces are firing indiscriminately on civilians, even those within their own territory.

This war of aggression could be stopped if the western powers that helped bring the regime to power would pull the plug. Thus far they remain unwilling to do so. Because of this, the war of aggression against Donbass and the simultaneous civil war gripping Ukraine, continues without abatement.

U.S. Legalizes Lethal Weapon Deliveries to Ukraine*

Last week, the U.S. Congress approved the Stability and Democracy for Ukraine Act, or “STAND for Ukraine.” As the Ukrainian Embassy in the U.S. has reported, American congressmen unanimously supported the bill.

The bill’s list of ‘means for supporting democracy’ in Ukraine includes the supply of lethal defensive weapons systems. The legislation will come into force following a vote in the Senate and its signing by the U.S. President. From that point on, Washington will be able to officially supply lethal weapons to Ukraine.

The act’s adoption was an expected development. After all, it is well known that a Ukrainian lobby effectively works in the U.S. and throughout the West. During his visit to New York, Poroshenko met with representatives of the Ukrainian Diaspora who have had strong positions in American political circles since the end of the Second World War.

As a point of comparison, the numerous Russian Diaspora in the U.S. and its organizations, and in particular the Congress of Russian Americans, is nowhere close to matching the efficiency of Ukrainian circles’ lobbying activism. The fault for this, in my opinion, can be assigned to both sides, both Russian Americans themselves and the Ministry of Foreign Affairs of Russia and other government agencies and non-governmental organizations.

It is also important to recognize that numerous Western politicians and economists were included in Ukraine’s administrative organs, all the way up to the ministry level, following the coup d’etat in Kiev. The Ukrainian president’s aides and advisors have proven their effectiveness.

One of them is the former Secretary General of NATO, Anders Fogh Rasmussen, who has the status of a freelance advisor. Rasmussen previously stated that NATO should provide Ukraine with lethal weapons if Russia does not fulfil the Minsk Agreements and continues to “destabilize Eastern Ukraine.” Rasmussen’s statement was a manifestation of Ukraine’s lobbying efforts and organizations in Western countries just as much as it is an element of the West’s overall information policy, the goal of which is convincing Western political circles and public opinion that Russia is a party to the conflict in Donbass and threatens Ukraine’s territorial integrity.

As can be seen in the U.S Congress’ resolution, this is yet another success. Poroshenko can be satisfied with at least this part of his trip to New York.

But the experience of American support for “democracy” around the world attests to the fact that the U.S. Congress is in fact promising new bloodshed and destruction for the people of Ukraine and Donbass. Ukrainians have never been good strategists, and this obvious truth has never benefitted the majority. One only needs to look at the experience of former Yugoslavia or that of Libya and Syria to be assured that America’s “benevolence” towards the people of Ukraine will only lead to the further division of the country and new victims. The U.S. is not interested in a strong Ukraine, but in deterring Russia at any cost. For them, Ukrainians are but expendable material, just like the people of Donbass.

But what is most interesting for me personally in the U.S. Congress’ resolution is another aspect which somehow found itself on the periphery of the Russian foreign ministry’s attention. Although lethal weapons were illegally delivered earlier, as many Donbass militiamen and even Ukrainian soldiers have exposed, the official green light to supply Ukraine with lethal weapons in fact makes the U.S. a party in the armed conflict in the former Ukraine.

Earlier, the U.S. State Department’s participation in the events of the Euromaidan legitimized the coup d’etat and gave a powerful impetus to the ensuing civil war. The burden of responsibility for the coup and the beginning of the civil war, however, must also be put on France, Germany, and Poland, whose foreign ministers signed on February 21st, 2014 the Agreement on Settling the Political Crisis in Ukraine. In so doing, these countries of “united Europe” and the US acted as parties to the political conflict in former Ukraine or, more precisely, its initiators.

Probably because of the peace-loving ideological foundations of the Russian foreign ministry, this thesis has yet to be voiced on the international arena. Instead, Sergey Lavrov’s ministry continues to fend off accusations of Russian involvement in the conflict in Donbass. It is difficult to blame the Donbass republics’ foreign ministries for this insufficient line, as they lack diplomatic experience. Yet it is this argument that will emerge in negotiations on the fate of Donbass and will put the blame on the United States for participating in the murder of the peaceful population of Donbass.

Russia on the Attempted Coup in Crimea*

Russia on the Attempted Coup in Crimea*

Kiev’s terrorist attack “invasion” of Crimea has killed two Russian servicemen, whereas Ukraine’s claim of a Russian “invasion” and takeover of Crimea did not kill anyone. What’s wrong with the picture?

The answer to that is the most overlooked missing link in the whole Ukraine upheaval. For a coup to become successful legally, it must establish control over the entire country, or it is a failed coup.

Those areas that are able to successfully oppose and reject the coup, who did not vote in the election to validate it cannot be called rebels, because the coup “rebels” overthrew the government in Kiev that Crimeans were loyal to.

Having been a part of Russia during modern history, and the majority population having been Russian, it does not take a rocket scientist to understand Crimea’s urge to reunite with Russia to annul Nikita Khrushchev’s having given it away to Ukraine in one of the biggest recorded acts of patronage.

To that we can add the spectacle of the Neo-Nazi MPs in the UkrainianRada ranting from the podium about what they were going to do to the ethnic Russia in the Donbass area.

Nor have we forgotten Yulia Tymoshenko’s taped conversation about her wanting to “nuke” all the ethnic Russians in the Southeast, and then continue on killing them in Russia. Good gosh, what’s not to love about that if you’re a Russian living in Crimea?

Kiev’s statements that Russia had made this whole event up were just another example of the delusional state of mind they are working from. It did not take a genius to see that no mention in the public reports was made about killed, wounded or captured Ukrainian attackers.

We did not have to wait long for captured Yevgeny Panov’s video confession, held back after Kiev made an even bigger fool of itself by wanting to take the “provocation by Crimea” against Ukraine to the UN Security Council. You just can’t make this stuff up. So we have just another fiasco manufactured by the gang that can’t shoot straight in Ukraine, and who are a national security risk to the entire country and its neighbors.

NATO weighed in with its pathological reputation intact, claiming that Russia has produced no credible evidence for a terrorist attack. These are the kind of people that will pee on your shoes and then tell you it is raining. Dear NATO, your attitude toward the public is one of contempt and there is a mountain of evidence to support that. If you would like to debate VT about it, give us a call... Jim W. Dean

Meet the citizen activists from Ukraine

STATEMENT BY THE FOREIGN MINISTRY OF RUSSIA

Russia’s Federal Security Service (FSB) has disrupted a plot to carry out terrorist attacks in the Republic of Crimea. The attacks, planned by the Ukrainian Defence Ministry’s Chief Intelligence Directorate, targeted critical infrastructure and facilities in Crimea. Russia’s intelligence services take the view that these planned acts of sabotage and terrorism were intended to destabilize the socio-political situation in the region in the run-up to federal and regional elections.

A group of saboteurs were apprehended near the town of Armyansk on the night of August 6. An FSB officer was shot and killed in the process of apprehending the terrorists. Explosive devices with a total charge of more than 40 kilograms of TNT, munitions, grenades, land mines and other weapons were found at the scene.

Ukrainian Defence Ministry special units made two further attempts to infiltrate Crimean territory in the early hours of August 8, but the groups of saboteurs and terrorists were intercepted by the FSB and other Russian forces.

These attempts to infiltrate Crimea took place under cover from armoured equipment and massive fire by Ukrainian armed forces from inside Ukrainian territory. One Russian Defence Ministry serviceman was killed as a result.

A handcuffed man identified as Yevgeny Panov, suspected of being involved in a group that Russia’s Federal Security Service (FSB) identified as Ukrainian ‘saboteurs,’ is led by FSB officers in Crimea, on Thursday, Aug. 11, 2016. (Russian Federal Security Service Press Service via AP)

Russia has now taken action to dismantle the Ukrainian Defence Ministry Chief Intelligence Directorate’s network of agents in Crimea and have detained Ukrainian and Russian citizens who aided in the preparation of these terrorist attacks.

The detained individuals include Yevgeny Panov and Andrey Zakhtey. All of them have admitted their involvement and are giving a confession.

We have repeatedly brought to our partners’ attention that the current authorities in Kiev have no real interest in searching for a peaceful solution to the problems in Ukraine, are not ready to compromise, and intend to resolve issues that arise through the use of force, including terrorism now.

The attempts to enter Crimea unlawfully, the recent attempt on the life of Head of the Lugansk People’s Republic Igor Plotnitsky, the constant firing along the line of contact in Donbass, and the actions of radical nationalists and so-called ‘activists’ from around Ukraine that go beyond the bounds of any lawful framework are a vivid illustration of the state of affairs in Ukraine today.

The numerous provocations, efforts to portray Moscow as the enemy, and the deliberate cultivation of anti-Russian sentiments are an attempt by the Ukrainian government to distract the public from the country’s own troubles and the problems affecting the majority of people in Ukraine.

We see a deliberate effort to divert public attention from the actions and responsibility of those in power and their inability to carry out long overdue reforms and conduct an honest investigation into the murders of journalists and human rights activists and the crimes committed in 2014 during the Maidan protests, in Odessa, Mariupol, and other cities.

Ukraine’s government makes loud declarations in a bid to deny what is evident and pass responsibility for its own actions to others, even the UN Security Council – anything to avoid taking meaningful steps to normalize the situation.

We call on our partners, whose efforts play a large part in keeping the current regime in Kiev in power, to show common sense and finally get their Ukrainian wards to end their constant provocations and fulfil their obligations in accordance with Minsk Agreements on a political settlement in Ukraine.

Mr Poroshenko constantly touts the “unconditional support from the USA, NATO, and the European Union” in his “fight to return annexed Crimea”. The West’s willingness to play along with this rhetoric undoubtedly played a role in the Ukrainian leadership’s criminal decision to attempt an armed provocation in Russian Crimea.

If the commander in chief of Ukraine’s armed forces was involved in these decisions, he will have driven the final nail in the coffin of the peace process. If these decisions were taken without his knowing, then it is even worse.

Kiev’s inaction in the face of growing militaristic rhetoric and violent acts planned and executed by so-called volunteer battalions and other extremists is cause for grave concern. We hope that Western capitals will draw the appropriate conclusions.

Attempts to destabilize the situation in Russian Crimea are doomed to fail. Russia unconditionally guarantees Crimea’s stability and security. Kiev and its foreign backers should know that any harm to Russia or the deaths of Russian personnel will not go unanswered.

As President Vladimir Putin noted on August 10, given the current situation and until we see real positive steps from Kiev, like renouncing terror and provocations, it makes little sense to hold Normandy format meetings, like the Beijing meeting in early September requested by Mr Poroshenko recently.

Once again, we call on our partners to use their influence with Kiev to dissuade the government from taking any dangerous steps that could have grave consequences. Playing with fire is dangerous.

Hacked emails Confirms NATO tried to Start War between U.S. and Russia*

Hacked private emails of the U.S. general formerly in charge of NATO reveal a campaign to pressure the White House into escalating the conflict with Russia over Ukraine, involving several influential players in Washington.

The emails, posted by the site DCLeaks, show correspondence between General Philip M. Breedlove, former head of the U.S. European Command and supreme commander of NATO forces, with several establishment insiders concerning the situation in Ukraine following the February 2014 coup that ousted the elected government in favour of a U.S.-backed regime.

Breedlove served as the NATO Supreme Commander between May 2013 and March 2016. His personal email incorporated his Air Force call sign “Bwana” – a Swahili word for “boss.”

The hacked emails reveal his frequent and intense communications with retired General Wesley Clark, as well as former Secretary of State Colin Powell, and involving a senior fellow at the Atlantic Council, State Department official Victoria Nuland, and U.S. Ambassador to Ukraine Geoffrey Pyatt.

Clark, who commanded NATO during the 1999 war in Yugoslavia, reached out to Breedlove in April 2014. On April 8, he forwarded “intelligence” obtained by Anatoly Pinchuk and Dmitry Tymchuk, activists close to the new regime, claiming a Russian invasion was in the works.

The information was conveyed by Phillip Karber, an ex-Marine and president of the Potomac Foundation, whom Clark calls a “colleague”and “our guy.” Karber wrote about observing the Russian border from inside a Ukrainian tank, and eagerly transmitted Tymchuk and Pinchuk’s calls for support. Contacted by The Intercept on Friday, Karber confirmed the authenticity of several emails in the leaked cache.

Reporting on his meeting with Ambassador Pyatt on April 6, Karber wrote:

“State is the one trying to be pro-active and recognizes need to do more faster,”

… while General Martin Dempsey – at that point the chairman of the Joint Chiefs of Staff – was

… “dragging his feet in order to save [military] relations with Russians.”

In an email dated April 12, Clark referred to his exchange with “Toria” Nuland – the assistant secretary of state for Europe and Eurasia, who personally backed the Ukrainian revolution – pushing for open U.S. support for the regime in Ukraine to use force against protesters in the east. Prior to the coup, Washington had strongly warned Kiev not to use force against the anti-government demonstrators in the city.

Kiev’s summer “anti-terrorist operation” ended in crushing defeat in August, and the first armistice between the government and rebels was signed in Minsk in September. Meanwhile, the so-called Islamic State jihadist group arose in Iraq and Syria, drawing U.S. attention away from Eastern Europe with gruesome beheadings of Westerners. Frustrated by the White House’s reluctance to back his belligerent agenda in Ukraine, Breedlove reached out to Powell, a retired general and former secretary of state.

“I seek your counsel on two fronts,…. how to frame this opportunity in a time where all eyes are on ISIL all the time,… and two,… how to work this personally with the POTUS,” Breedlove wrote to Powell in September 2014.

Powell’s response was not made available.

Breedlove was introduced to Powell by Harlan Ullman, a senior fellow at the Atlantic Council and the author of the “shock and awe” doctrine used by the Bush administration in the 2003 invasion of Iraq.

In October 2014, Ullman urged Breedlove to reach out to Vice President Joe Biden. Aside from Powell, Ullman wrote,

“I know of no better way of getting into 1600,” referring to the White House’s address on Pennsylvania Avenue.

In November, Ullman also suggested Breedlove should get together with David O’Sullivan, the new E.U. envoy to Washington. Noting that Europe

“seems to be a six letter expletive in the White House,” Ullman adds that

“perhaps quiet collaboration between him and NATO (SecGen) as well might be useful.”

“Obama or Kerry needs to be convinced that Putin must be confronted,” Ullman wrote in February 2015, before the ‘Minsk II’ talks.

He also gave Breedlove pointers on getting into the good graces of Ash Carter, the new Defense Secretary.

“I would take or pretend to take careful notes.  Ash is an academic. And he is trained that students who take good notes rise to be A grades.  This may be maskarova.  But it is useful maskarova,” Ullman wrote, misspelling the Russian word for camouflage (maskirovka).

Washington did approve hundreds of millions of dollars in “non-lethal” aid to Ukrainian troops, including the notorious “volunteer battalions,” in the 2016 military budget.

Breedlove continued to push for more aggressive U.S. involvement, claiming a heavy Russian troop presence in Ukraine – which was later denied even by the government in Kiev. In March this year, the general was telling U.S lawmakers that Russia and Syria were “deliberately weaponizing migration in an attempt to overwhelm European structures and break European resolve.”

Breedlove was replaced at the helm of EUCOM and NATO in May, and officially retired from the military on July 1. He was replaced by U.S. Army General Curtis Scaparrotti, whose public statements suggest a similar level of hostility for Russia.

G7 Boldly Displays its Lies Regarding anti-Russia Sanctions*

By Eric Zuesse

The official statement from the G7 group, of leading industrialised countries, publicly exposes the entire G7 group, by basing on provable and even blatant lies, the group’s support for continuation of Barack Obama’s anti-Russia sanctions.

In its statement at the conclusion of the meeting of the G7 countries on May 27th, the G7 nations — the U.S. (who dictate to the others), plus the six others (who always do what they’re told): Germany, Japan, Italy, France, Canada, and U.K. — said in their joint statement (which I shall accompany here by links to relevant sources, plus comments and questions from myself, for the purpose of clarification):

“We stand united in our conviction that the conflict in Ukraine can only be solved by diplomatic means and in full respect for international law, especially the legal obligation to respect Ukraine’s sovereignty, territorial integrity and independence [even though they don’t similarly deny the rights of Catalonians to separate from Spain, nor of Scotts to separate from U.K., if that’s what the people there want]. We reiterate our condemnation of the illegal annexation of the Crimean peninsula by Russia [as those links show, the illegality was actually Obama’s coup in Kiev, not what either the Crimeans or Russia did] and reaffirm our policy of its non-recognition and sanctions against those involved [those being sanctions solely against Russia, for having accepted the request of 97% of Crimeans to become Russian citizens, and for protecting Crimeans from being invaded by the Ukrainian army and air force].

We are concerned by continued violence along the line of contact in violation of the ceasefire [in the far-eastern Donbass portion of Ukraine]; we urge all sides to take concrete steps that will lead to the complete ceasefire required under the Minsk agreements. We also urge all sides to fulfil their commitments without delay with a view to holding local elections in certain areas of the Donetsk and Luhansk regions [the two regions that together make up Donbass, the part of Ukraine that had voted 90% for the Ukrainian President Viktor Yanukovych, whom Obama overthrew in February 2014] as soon as possible in accordance with the Minsk agreements. We emphasize our strongest support for full implementation of the Minsk agreements and the work of the Normandy format and the Trilateral Contact Group. We expect Russia [but not the Ukrainian government] to live up to its commitments and use its influence over the separatists to meet their commitments in full. [This passage acknowledges that Russia has only ‘influence’ over the separatists, not control over them, and yet only Russia is being demanded here to meet its alleged ‘commitments’, which would be precisely what, if Russia doesn’t control the separatists, and if Russia exercises no ‘influence’ at all on the other side, the Ukrainian government?] We stress the OSCE’s key role in helping to deescalate the crisis, and we call upon all sides, particularly the separatists [why ‘particularly’ the separatists — is this supposed to be an unbiased neutral statement, which it clearly is not?], to provide the organization’s monitors full and unfettered access throughout the conflict zone.

We recall that the duration of sanctions is clearly linked to Russia’s complete implementation of the Minsk agreements [yet again, the G7’s statement is clearly and singularly hostile against Russia, and supportive of the coup-imposed Ukrainian government] and respect for Ukraine’s sovereignty [but what about the right of self-determination of peoples, which even the West recognizes in the cases of Scotland’s right to separate from U.K., and Catalonia’s right to separate from Spain — but NOT in Donbass’s and Crimea’s right to separate from Ukraine, though Donbass had voted 90% for Yanukovych, and Crimea had voted 75% for him, and the post-coup Ukrainian regime was rabidly hostile to them and calling the residents there ‘terrorists’ for rejecting Ukraine’s coup-government as their government?]. Sanctions can be rolled back when Russia meets these commitments [what ‘commitments’, that are only by one side of the dispute — and not even by one of the two sides in the dispute, neither by the Ukrainian government, nor by the separatists?]. However, we also stand ready to take further restrictive measures [here the warmongering G7 are actually threatening to increase sanctions against Russia, though their case for even having those sanctions is based entirely upon lies] in order to increase cost on Russia should its actions so require [according to what standard, and judged by whom — them?]. We recognize the importance of maintaining dialogue with Russia [but if this assertion weren’t a lie, then would their entire statement here be so incredibly one-sided and false as it so obviously is?] in order to ensure it abides by the commitments it [yet again referring only to Russia] has made as well as international law and to reach a comprehensive, sustainable and peaceful solution to the crisis.

We commend and support the steps Ukraine is taking [can anyone but a full-fledged idiot fail to recognize how biased in favour of the Ukrainian government and against the Russian government — how totally one-sided — this statement is?] to implement comprehensive structural, governance and economic reforms and encourage Ukraine to continue and accelerate the process. We urge Ukraine to maintain and enhance the momentum in its fight against corruption and its judicial reform, including the Prosecutor General’s office. We are fully committed to providing long-term support to this end [does that mean anything more than providing yet more taxpayer-backed loans to get the bankrupt Ukrainian government even deeper into debt and austerity than it already is and to sell off in insider-rigged ‘auctions’ virtually the entire Ukrainian government?]. We also commend the work of the Ukraine support group of G7 Ambassadors in Kyiv.”

Three underlying suppositions of that statement are:

1: All of the violations of the Minsk agreements were by Russia.

2: Russia controls what the independence forces in the separatist Donbass region of the former Ukraine do, and is therefore responsible for everything that those forces do, including any Minsk-violation they might commit.

3 (a corollary of 1&2): The Ukrainian government never violates the Minsk agreements, or else must suffer no sanctions for having done so: only Russia can be blamed for any failure to comply with the Minsk agreements.

All 3 are blatantly false.

1: Many of the violations were by the Ukrainian government, and most if not all the rest were by Donbass separatist forces firing back at forces attacking from the Ukrainian government. Self-defence against attacks from the other side doesn’t violate any agreement, and it certainly isn’t a violation of the Minsk agreements. (The residents of Luhansk and Donetsk had never agreed to be sitting ducks for Ukrainian soldiers and airmen intent upon killing them.)

2: Russia doesn’t control what the separatist forces do, but does provide essential assistance to those forces — and there is a big difference between providing such assistance, and having control over those forces.

3: Here are some direct and indisputable violations of the Minsk agreements, by the Ukrainian government (totally ignored by the G7’s statement, just cited here):

Measure 4 of the agreement — which was signed on 12 February 2015 — states that,

“Without delays, but no later than 30 days from the date of signing of this document [i.e., by no later than 13 March 2015], a resolution has to be approved by the Verkhovna Rada [parliament] of Ukraine, indicating the territory which falls under the special regime in accordance with the law ‘On temporary Order of Local Self-Governance in Particular Districts of Donetsk and Luhansk Oblasts,’ based in the line set up by the Minsk Memorandum as of 19 September 2014.”

It wasn’t only a required action, but also an action required to have been taken by no later than a specific date, and it was not done. Instead, on 12 March 2015, Radio Free Europe headlined “A Bipartisan Cause In Washington: Arming Ukraine Against Russia” and reported that, “consensus appears to be snowballing among Democratic and Republican lawmakers in the U.S. capital on at least one issue: arming Ukraine. One exception, however, is the figure who matters most: President Barack Obama.” No reason was given for his hesitation on this, but by this time it was clear that Ukraine would be in stark violation already of the Minsk II accord — barely a mere month after its passage. The U.S. Congress can ignore international legalities and be unconcerned about the public appearance abroad (that America doesn’t really care about international legalities), but the U.S. President needs to keep up the legalistic front so as not to embarrass too much the leaders of America’s client-states such as Germany and France (which had initiated the Minsk agreements: after all, Obama’s agent who orchestrated the coup had said at the time, “F–k the EU!”; but there’s a limit to the public humiliation that even the most cooperative of the White House’s stooges can reasonably be expected to tolerate).

The crucial March 13th date came and went, without being mentioned in Western ‘news’ media. (And please note here that the 27 May 2016 G7 statement says “We also urge all sides to fulfill their commitments without delay,” but simply ignores that Ukraine didn’t only “delay,” Ukraine still refuses to comply.) Then, four days later, at the Fort Russ website on March 17th, appeared the headline “Back to war? Ukrainian parliament rejects the Minsk agreement”, and reported that, “A month after the Minsk agreement the masks are off. New weapons are coming, American instructors are in Ukraine, the IMF credit is approved. Time to get back to killing the kids of Donbass. Where are the sanctions on Kiev?” That information was unpublishable in the West’s ‘news’ media — their ‘journalistic’ standards exclude such ‘Russian propaganda’ as this. Truth doesn’t set these standards; power does, and the G7 (and their aristocracies’ ‘news’ media) have the power.

The Minsk II agreement set up a 13-stage process; and each stage beyond stage three, every stage from #4 on through #13, is in abeyance, because the Ukrainian government refuses to implement its side of them. As a consequence of Ukraine’s refusals, the G7 group are demanding intensification of the anti-Russia sanctions, on the basis of blaming Russia for all violations of the Minsk accords. Blaming Russia for all of them is the official ‘truth’, and the ‘news’ media comply with it. (Similarly, in 2002 and 2003, the ‘news’ media, in order to assist the U.S. government to eliminate another Russian-allied leader, Saddam Hussein, had complied with the official ‘truth’ about ‘Saddam’s WMD’ — that those nuclear-weapons equipments and materials still existed, and that they threatened the West, though the IAEA actually said that they had destroyed all of Saddam’s nuclear-weapons-related capabilities and materials in 1998, and the press simply hid this crucial information from the public, and allowed George W. Bush to state without challenge, citing “the IAEA, that they were six months away from developing a weapon” — an entirely fabricated charge against Saddam. Geoffrey Perret wrote (p. 349): “After inspections resumed in November 2002, the IAEA concluded that there were no nuclear weapons and no program to build them. That was why the Niger yellowcake story had to be cooked up.” So: Iraq was invaded on 19 March 2003, on entirely fabricated ‘evidence’, which an honest press would have exposed, instead of stenographically ‘reported’. And now, we’re heading into World War III, this way.)

Whose PawnAnother item in Minsk II that has a deadline is #11: “Constitutional reform in Ukraine, with a new constitution to come into effect by the end of 2015, the key element of which is decentralisation (taking into account peculiarities of particular districts of Donetsk and Luhansk oblasts, agreed with representatives of these districts).” That deadline, too, came and went, and is still being ignored by the G7 and ‘the West’; and the reason it hasn’t been complied with, not even after the deadline passed, has likewise been that Ukraine refuses to comply with it (which is the reason why the West’s ‘news’ media ignore it).

The extension or even intensification of sanctions, and the NATO build-up on Russia’s borders, are steps along the road to WW III, but Western ‘news’ media have been so effective at their function (propaganda), so that their respective publics are unconcerned about the risks of nuclear annihilation resulting, and about the increasing closeness of whatever event will spark such a global nuclear war, because those publics don’t even know the most important things that are happening in their‘democratic’ countries.

Here’s a video at Fort Russ on 1 June 2016, showing “Texas visits frontline DPR positions”. But such evidence is irrelevant to the G7 leaders (Obama, Merkel, Hollande, Abe, Cameron, Renzi, Trudeau): they’ve got an entire world to destroy, and they’re too busy doing it, to care about evidence that shows them to be all liars. (Not a single one of them said, to the G7’s proposed statement: NO — I will not sign this!!!)

Is the path to nuclear annihilation being created by an elite of hypocritical liars and a mass of their deceived suckers? Can anything destroy this path, and so block those liars from destroying the world? Will any major news medium in the West finally separate itself from the chorus of liars and start to report the terrifying truth of these matters — while there is still time left to avert global calamity?

NATO Just Attempted to Invade Moldova, but were Thwarted by People’s Resistance*

NATO’s invasion of Moldova foiled thanks to coordinated actions of many nations’ patriots

It’s hard to overestimate the value of planning in advance, especially when it comes to getting reservations in popular restaurants and invading countries by military force.

In the week of the May 9th Victory Day two significant failures took place each one remarkable in its own way. Each event went completely unreported by the Western corporate and government media, but discussed on Social Media.

[The followings is an excerpt. Look for a full version of this investigation in the June release of my new book: “Scott Humor: Rumors, Speculations and Investigations of the First Hybrid War”]

In the following three weeks after the incident with the USS Florida, while Russia was preparing for Victory Day celebrations and all eyes were on Moscow, attention of Ukrainians was fully concentrated on the visit of Victoria Nuland to Kiev on April 26th allegedly to discuss the implementation of the Minsk II Agreement and the future elections in Donetsk and Lugansk republics. Since the day when President Putin said that the republics can have their elections anytime they want, the question of these elections ceased to be a subject of blackmail toward the Kremlin. It appeared that the true reason for Nuland’s visit could be located to the west of Kiev, rather than the east.

Just recently, Robert D. Kaplan, a former Stratfor’s Chief Geopolitical Analyst, and currently a senior fellow at the Centre for a New American Security (CNAS) has published a book “In Europe’s Shadow where he lays out a plan to reunite Romania with “its lost province of Moldova.”

Nuland visited Moldova back in January, with the task to coerce Moldova’s government and its oligarchs to change the country’s Constitution provision of neutrality.

Before she left, she gave a short speech at the American Embassy in Bucharest after a private dinner with PM Ciolos and President Klaus.

“We powerfully support the desire of the people in Moldova to have responsible leaders who can implement reforms. This is the best way to assure the future of Moldova. Romania and the United States, in conjunction with NATO, have support programs in place to assure the security of Moldova but the government has to work to implement these programs.”

Moldova is one of the poorest countries in Eastern Europe, and its economy heavily relies on Russia. According to the CIA Fact Book:

  • Moldova’s annual remittances of about $1.12 billion comes from the roughly one million Moldovans working in Europe, Russia, and other former Soviet Bloc countries;
  • Moldova imports almost all of its energy supplies from Russia and Ukraine;
  • Moldova’s dependence on Russian energy is underscored by a more than $5 billion debt to Russian natural gas supplier Gazprom;
  • Moldova signed an Association Agreement and a Deep and Comprehensive Free Trade Agreement with the EU during fall 2014, however its biggest trade partner remains Russia.

Everyone understands that a NATO membership will cut all economic ties with Russia, including jobs, and it will turn Moldova into a failed state, or in the CIA doublespeak, the country would stop being vulnerable to “Russian pressure.”

Apparently, the failure of Moldova as a state, and its disappearance as a nation is also what the E.U. wants. On January 6, the new Moldovan Ambassador to Germany was presenting his credentials when, out of the blue, the German president asked the new ambassador what the procedure was for Republic of Moldova to formally unite with Romania.

On May 4th, the Katehon reported on Vladimir Plahotniuc’s (the infamous Moldavian oligarch and mafia boss) visit to the U.S. and his meeting with Victoria Nuland there.

As the Victory Day celebration was approaching, we all fully anticipated from the U.S. to conduct terror acts, military excursions/drills, and political and legal attacks on Russia as the U.S. and the E.U. always do to harass Russia during its major national and Church holidays.

Starting with April 21st, we saw a flurry of “news” about Ukraine and Romania joining NATO Black Sea flotilla and the organization of Romanian-Ukrainian-Bulgarian brigade similar to that created by Poland. On April 26, Georgia (Gruzia) pitched in via the Georgia Today: “creation of NATO Black Sea Fleet Gains US Support” and praising Turkey, Bulgaria and Romania for calls to expand the Western military.

All that Russia said to all this NATO generated noise was a brief statement of Russia’s envoy to NATO Alexander Grushko.NATO should be in a position to know that all necessary steps will be taken from our side to neutralize the emerging threats.”

With all these preparations for the war on Russia going on, NATO also planned military drills in neutral Moldova, chosen to start on May 2nd, the day of remembrance for the victims of the Odessa Massacre.

Meanwhile, the patriots of Moldavia who worked together regardless of their political views, discovered something interesting and saved Moldova.

NATO reported that for drills they would be entering Moldova in four formations, and that the total of motorized units will be 50+. However, the very first formation that made an attempt to enter the territory of Moldova contained 100+ units. This was just one formation. And there was expected three more formations.

It was an obvious deception by NATO.

The plan of NATO was to enter the country with too large a number of units for this tiny country’s forces, to stage a bloody false flag attack during the Victory Day celebration in Moldova with the participation of Ukrainian Right Sector terrorists masquerading as “pro-Russia separatists. This plot worked in Ukraine, so it should work in Moldova, right? That’s the true reason why Nuland was in Kiev two weeks prior. After this false flag attack, a Romanian fleet was planned to enter Ukrainian territorial waters “by invitation of the Ukrainian government” and arrive to Odessa in order to block Russian fleets from interfering and helping Transnistria.

But…

Coming back to the bizarre incident near Gibraltar, when one NATO member’s tiny 20 ton Costal Guards’ boat was attacked by another NATO member for interfering with the 18,000 tons behemoth of a submarine of the third NATO member.

The NATO plan apparently was to stealthy and quietly position the Ohio-class ballistic guided-missile submarine USS Florida (SSGN 728) in the Mediterranean or even in the Black Sea so it would be able to shoot into Moldova to overwhelm Moldovan minuscule defence forces.

We have to remember that it was the USS Florida “that opened up the Libya intervention,” firing more than 90 cruise missiles to destroy Libya’s air defences and clearing the way for NATO air strikes.

“Never before in the history of the United States of America has one ship conducted that much land attack strikes, conventionally, in one short time period,” Rear Adm. Rick Breckenridge had said.

However, thanks to Spanish Costal Guards the submarine was discovered and talked about all around the world via social media and the press. The USS Florida had no other options but to retreat and return to home base.

In fact, there were TWO incidents on the same April 16th day involving the USS Florida. First, it was the Spanish patrol boat belonged to the Servicio de Vigilancia Aduanera, at whom the British Navy opened fire. A bit later, the Guardia Civil vessel Rio Cedeña tried to cut across the submarine’s bow and was photographed by multiple witnesses.

Someone in Spain wanted to make sure that these “incidents” just wouldn’t go unnoticed.

According to V.V. Pyakin, a political analyst with the Concept Technologies Foundation, a think tank located in St. Petersburg, NATO was in a process of conducting a full-scale invasion of Moldova with the annexation of a Southern part of Ukraine including Odessa to construct a NATO Navy base there. Moldova was supposed to become a part of Romania automatically with the U.S. military forces arriving to the capital and taking over the government of Moldova. That’s why NATO needed all those military “drills” in the Black Sea region and in the Baltics simultaneously.

When the patriotic forces of Moldavia discovered that NATO was about to enter the territory of Moldova in four formations, 100+ motorized units each, they protested loudly and blocked the entrance of NATO troops on the border. Meanwhile, the biggest political fraction in Moldova threatened with the impeachment of the president for treason, if NATO troops would be allowed to enter the country.

Reports from Moldova at the time disclosed that American troops stopped at the border crossing didn’t have proper ID and other papers. Moldovans came to greet them with the banners “Moldova is a neutral country” and “Stop bases of NATO,” “Stop NATO” and “NATO go home.” As the result, on April 28th only about 60 units and 200 servicemen the U.S. Army 2nd Cavalry Regimental Engineer Squadron were allowed to enter the country.

Images of creeping NATO invasion of Moldova here

When a formation of American military crossed the Romanian-Moldova border allegedly to take part in Dragon Pioneer 2016 NATO military drills, Moldavian opposition leaders expressed protests. Several members of the Parliament blocked the road. They reported to Russian and international media and news outlets that the U.S. troops didn’t have an international agreement signed by the defence ministers of Moldova and USA. They also lacked a legal government agreement on the entrance of the heavy military equipment and weaponry to the territory of the country. 60% of American servicemen didn’t have valid military IDs.

According to a TASS report,

“To prevent collisions, officers from the Fulger (Lightning) police battalion of special purpose intervened, which were specially delivered from Chisinau. After checking the documents, a column of military vehicles followed the U.S. to the place of temporary location at the site of Negresht,” said the inspectorate.”

“The initiative to invite the U.S. troops into the country and hold the exhibition of American technology belongs to the Minister of Defence of Moldova Anatol Șalaru, who is famous for the organization of the “Museum of Soviet occupation” in Chisinau, calls to repeal neutrality and make the country a member of NATO, and the fight against monuments of the Soviet era.”

This move was harshly criticized by Igor Dodon, whose party has the largest faction in Parliament and controls a quarter of the seats.

He stated:

“We believe military exercises involving U.S. troops on Moldovan territory is a flagrant violation of the constitutional principle of neutrality of Moldova. In this regard, the deputies from the Party of socialists have already initiated a number of procedures. They will continue, and this will be one of the reasons for introducing in May the initiative to dismiss the government.”

By Victory Day it became apparent that the Nuland-Kogan-NATO plan for invasion of Moldova was foiled. All Americans could do was to “crush” a Victory Day parade in the centre of Moldova’s capital by coming uninvited and bringing their motorized vehicles to it.

And that’s where NATO troops and Moldovan patriots came face to face.
